Art3_Rialto_FY21_BikePed_MerrillSRTS_Reso -1- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO.7832 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFORNIA, ACCEPTING AND AUTHORIZING SUBMITTAL OF A CLAIM TO SAN BERNARDINO COUNTY TRANSPORTATION AUTHORITY (SBCTA) FOR TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 GRANT FOR THE CONSTRUCTION OF THE MERRILL AVENUE SAFE ROUTES TO SCHOOL (SRTS) IMPROVEMENTS PROJECT AND AMENDING THE FISCAL YEAR 2021-2022 BUDGET AND CAPITAL IMPROVEMENT PROGRAM. WHEREAS, SBCTA awarded the City of Rialto TDA Article 3 grant funds in the amount of $639,404.61 for the development of the Merrill Avenue Safe Routes to School (SRTS) Improvements Project within the City of Rialto jurisdiction through a competitive “Call for Projects”; and WHEREAS, TDA Article 3 grant funds are provided on a reimbursement basis; and WHEREAS, SBCTA requires the City of Rialto to submit a claim and request(s) for reimbursement; and WHEREAS, submittal of the claim for TDA Article 3 funds must be first authorized by the City Council; and WHEREAS, the Merrill Avenue Safe Routes to School (SRTS) Improvements Project award is over $200,000, and is eligible for progress reimbursement, or under, and eligible for reimbursement at project completion; and WHEREAS, SBCTA requires the designation of individuals authorized to certify Project Completion; and WHEREAS, the City Manager, or their designee, is authorized to certify project completion; and WHEREAS, the budget for fiscal year 2021-2022 of the City of Rialto has been adopted by this Council in its original form, and said budget will need to be amended at times to fulfill the goals of the City; and DocuSign Envelope ID: 404D1217-8511-40D6-B5DE-2C9485E147E3 -2- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the City departments may not exceed their appropriations by character of expense, with character of expense being defined as personnel services, services and supplies, capital outlay, debt service and transfers, without the consent of the City Administrator; and WHEREAS, the City Manager may transfer appropriations, between departments and within their respective funds, as long as those appropriations do not exceed their fund total unless approved by Council. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: City Council of the City of Rialto authorizes submittal of a claim and request for the reimbursement(s) for TDA Article 3 grant funds for the Merrill Avenue Safe Routes to School (SRTS) Improvements Project in the amount of $639,404.61 and that the City Manager, or their designee, is authorized to certify project completion.
