Channel Trail will provide new public access along the flood channel and a pleasant separated trail for both recreation and active transportation that parallels State Route 62. On the west, it will link to other recreational features at the elementary and high school where facilities exist for football, basketball,tennis,and track and field. On the east, it will link via Adobe Road to Veterans Park—a passive park offering a lawn and picnic tables. Veterans Park is also the location for many civic events—Memorial Day,Veterans Day,and other holiday celebrations.The trail will be a vital connector between these recreational opportunities and highlight the channel's natural environment.The channel itself is home to desert scrub vegetation scattered naturally throughout its length and functions as a wildlife corridor during its dry times. The plan should include past, current, and future activities to engage the community in the project planning, design, and implementation process. The City of Twentynine Palms is the home of Joshua Tree National Park Headquarters and the north entrance to the Park. We host the Marine Corps Air Ground Combat Center, which is the world’s largest Marine Corps training base. The City is an active location for outdoor recreation and exercise and providing a trail that connects throughout the City is a vital part of resident and visitor health and well-being. The City works directly with community-based organizations, agencies, adults, and youth, to develop recreational amenities and programs that are tailored to the needs of our community. 19% of the City’s population are children under the age of 10, which is much higher than the average California percentage of 13%. Along with the overall poverty and unemployment rates exceeding 22%, CalEnviroScreen 3.0 cardiovascular rate at 94 and an ozone rating of 91, access to trails for biking, walking and running is critical for all residents, especially our youth. With a population of over 26,000 residents, the City of Twentynine Palms is a tight-knit community and our residents are generally engaged in community events. They actively participate in meetings and activities that help decide on City amenities, locations and programming that affect residents as a whole. The City has held two evening meetings discussing the Project amenities and location allowing residents to provide input. Additionally, the Project has been on the City Council agenda three times allowing a time for public comment by those in attendance. City staff works closely with numerous nonprofit groups that participate and advocate for outdoor recreational activities. Hiking, walking, running and biking are core activities in our community and we collectively make decisions on City amenities by seeking input from local health and wellness groups as well as the Twentynine Palms Marine Corps Base. Beginning in 2016, the City, along with the Marine Corps Base and Joshua Tree National Park, hosts the annual “Joshua Tree 55” Park to Park Bike Ride, which is a cycling event from Knott’s Sky Park to the Joshua Tree National Park. The City works very closely with the Twentynine Palms Marine Corps Base through events and sponsorships. They sponsor multiple exercise-related events in the City annually, and Corps members utilize City amenities daily as part of their exercise routine. The installation, location and amenities for the Project has been substantially based on input and feedback from the Marine Corps Base. The City of Twentynine Palms has a deeply rooted art culture. Throughout the City, there are art galleries and public murals and we host multiple community art events every year. As a continuation of this ingrained artistic backdrop, the trail will be designed with various forms of artwork throughout the City. The City will team up with local art groups to design and implement the artistic portion of the Project through community engagement. Once Project funds have been secured, the City will host landscaping, signage and beautification events for which residents will be able to participate. The Project completion will be celebrated with a ribbon-cutting event hosted by the City. The event will include entertainment, food vendors, and health and wellness speakers. We will use this event to promote other special events and activities involving the new trail so that all residents can have the opportunity to experience the enjoyment and benefits of outdoor recreation. We will continue to work with our community partners to create opportunities to overcome barriers that may prevent access to the benefits that outdoor recreation provides. Integrating the trail along with components of City-sponsored and other organization programs will help kids and adults make healthy choices in their diets, activities, behaviors, and lifestyles. The installation of the trail will help give people easy access to high quality outdoor recreation and exercise so that residents can either continue or begin to integrate healthy changes into their lives.
