Subject: Notification of Transportation Development Act (TDA) Article3 Award Rescissions – 3 Awards
Dear Mr. Hernandez:
This letter serves as rescission notification of the City of San Bernardino’s following TDA Article 3 Transit
Access Improvement awards:
1. FY 2015/2016 award in the amount of $42,539 for improvements at 4 bus stops: 0060 Sierra Way
@ 40th, 6811 4th @ Waterman, 7711 3rd Street @ Palm, 8447 2nd @ Glovanola.
2. FY 2017/2018 award in the amount of $4,248 for improvements at the 5283 Lynwwod @ Merito
EB bus stop.
3. FY 2019/2020 award in the amount of $26,936 for improvements at 4 bus stops: 5691 Baseline
@ Sepulveda, 54 9th @ Medical Center, 5622 5th @ J St, 60 Sierra @ Ralston
On May 3, 2023, the San Bernardino County Transportation Authority (SBCTA) Board of Directors approved
policy updates that apply to all active awards aimed at ensuring projects are delivered in a timely manner
consistent with award terms.
“In order to ensure TDA Article 3 funding is kept moving, award funds will be rescinded if no
progress has been made within one year of award notification or if a construction contract has not
yet been awarded within three years of award notification. Applicants are welcome to reapply for
future funding.”
The City of San Bernardino has 30 days after receipt of this notification to appeal in writing to the SBCTA
Deputy Executive Director, Carrie Schindler at cschindler@gosbcta.com. In order to successfully appeal
this rescission, the City must be able to demonstrate progress by providing documentation of invoices paid,
a copy of an executed contract for project construction, and a current project schedule.
