Dear Josh:
The City of Highland currently has two TDA Article 3 grant awards:

The City started engineering design on both projects in January 2020.
Engineering design of the first project is now 95% complete and can be finalized once the
needed street right-of-way from one remaining parcel is acquired.The City experienced an
unexpected right-of-way delay on this project, which includes construction of new sidewalk on
911 Street west of Victoria Avenue. A total of 19 easements were required for this project and the
City has acquired 18 of 19 to date. After various failed attempts to negotiate with the remaining
property owner to acquire the needed right-of-way on 91h Street, the City will pursue to exercise
the option of condemnation/eminent domain for the remaining parcel. The TDA Article 3 grant
funds are only for preliminary engineering and design, see attached email. The City will seek
additional TDA Article 3 grant funds to complete construction once the remaining parcel has
been acquired.
The City has completed engineering design on the second project and the project has advertised
for construction bids. We anticipate starting construction late January of 2023, with an
anticipated completion date of March 2023.

Both projects have an original fund expenditure date of December 31, 2022, thus, the City would

Attached is the award letter for$67,436 of TDA Article 3 funds that can be used to pay for 50%of project cost of
proposed street improvements to be located along the south side of 9th Street west of Victoria Avenue.Also see
attached grant application for details of project scope.
See below email - Because this project only received partial Article 3 funding, which is a lot less than the application
amount of$332,000, SBCTA staff has agreed that the project scope can be reduced to include just the project
preliminary engineering and design phase. I think Article 3 funds may also be used for right-of-way work if needed, with
additional discussion with SBCTA staff.
Please make arrangement for consulting services to utilize the grant funds, which must be spent by 12/31/22.

As we discussed on the phone yesterday,the City of Highland will accept the TDA Article 3 award for the initial phase of
the 9t"Street project including preliminary engineering and design in the amount of$67,436, and will contribute a local
match of at least the same amount to provide at least a 50% match.
As I will be out of town all day on Monday, 6/3/19, and will not be able to attend the TTAC meeting, would you send me
a copy the handout that you will be distributing at the TTAC meeting regarding SBCTA's proposed TDA Article 3 award?

Hi Ernie,
I wanted to follow up with you on the TDA Article 3 award. We can amend the scope of the project to just take care of
preliminary engineering and design. This should bring your total project cost down. However, our award can only
award at the 50% local match rate you established in your application. The max amount we can reimburse is$67,436
out of a $134,872 total project cost. I'm assuming we can make this work, please verify with me as soon as possible as
this recommendation will be going to our General Policy Committee in two weeks and the agenda is almost completed.
Let me know what your estimate is for this initial phase of the project if it will be more or less than the$134,872, so I
can make sure we have the right language in our award letter.
