Ms. Koblasz –
The City of Rancho Cucamonga is requesting a one-year extension on the grant award received
for the completion of the Day Creek Channel Bike Trail project awarded in July of 2019.
Due to pandemic staffing shortages in 2020 and early 2021 the project had progressed slowly.
Additionally, the retirement of the two staff members who were working directly on the project
has caused the project to be put on hold until positions are able to be filled; Ping Kho, Assistant
Engineer retired in early November 2021 and Curt Billings, Associate Engineer and primary
project manager for the project, retired abruptly in December 2021.
The City has been working to fill both positions over the past 6 months and anticipates this team
will be fully staffed again by August 2022.
Design work for the project has been completed to approximately 95% and right-of-way
acquisition for a small portion of property necessary to complete the project has been initiated. It
is anticipated that once staff is on-board and acclimated to their new role, work will begin to
push the project forward in the Fall of 2022 with anticipated construction in the Spring/Summer
of 2023.
Though we anticipate the project will be completed well before December 2023, the City would
like to request a full one-year extension to account for any unforeseen issues such as longer than
anticipate right-of-way acquisition, or long lead times for construction materials.
