Background:
In October, the SANBAG Board of Directors authorized a combined Call for Projects for TEA‐21 TEA funds ($4.2 million) and
TDA Article 3 funds ($1.4 million). The two funding sources were combined because substantial overlap exists in project
eligibility: both are eligible to fund the provision of facilities for bicycles and pedestrians, both can be used to fund safety
and educational programs for pedestrians and bicycles, and the state funds can be used to meet the federal match
requirement for TEA funds. Staff's recommendation to combine the Call for Projects also reflected a desire to avoid the
confusion and redundancy associated with concurrent Calls for Projects for similar investment categories.
In releasing the Call for Projects, the Board directed staff to use the project selection criteria for TEA funds to evaluate all
projects submitted for TEA, TDA, or combined funding. Forty‐four project applications with a total funding request of more
than $24 million were received in response to the $5.6 million Call for Projects (refer to Attachment 1, of which an enlarged
version is included as a separate item in the agenda packet), although four are believed by SANBAG staff to be partially or
totally ineligible for TEA or TDA funding: City of Big Bear Lake's Boulder Bay Park, City of Colton's Carnegie Library
Restoration, and City of Victorville's Mojave River Bridge Rehabilitation and Dry Wells. However, all projects, including
those noted above, were scored in accordance with the established criteria.
The proposals were evaluated by a group of five SANBAG staff in accordance with the proces used in past TEA calls‐for‐
projects. The detailed scoring matrix can be provided to members of the SANBAG Board of Directors upon request.
SANBAG staff's recommendation is based on the scoring shown in Attachment 1, and the ability to mix TEA funds with TDA
funds on certain eligible projects through the combined call‐for‐projects. Staff's recommendation is also designed to fund
the highest scoring projects for which full funding is possible. It is important to note that this necessitates bypassing two
high‐scoring, meritorious but costly projects for which the balance of funding request: the City of Colton's Colton/San
Bernardino Bikeway and the County of San Bernardino's Park Drive Walkway with a score of 64, and the City of Barstow's
Lenwood/I‐15 Interchange Landscaping with a score of 63. This strategy also requires an increase in the TDA allocation by
about $130,000, which can be recovered from previous allocations to projects that have not been implemented.
Staff Recommendation:
Allocate $4.2 million in federal TEA funds and about $1.5 million in TDA Article 3 funds to the highest‐scoring TEA‐ and TDA‐
eligible projects for which funding is available, as listed below:

November 15, 2000, by a 9‐1‐0 vote. Mayor Valles, City of San Bernardino, was opposed to the
recommendation because of lack of funding for the Colton/San Bernardino bikeway project.
