DISCUSSION: In July 2017, staff applied for a grant under the San Bernardino County Transportation Authority (SBCTA) TDA Article 3 Bicycle and Pedestrian Facilities Program and Transit Bus Stop Program. In October 2017, the City of Fontana was awarded $335,000.00 in funding for the following projects: 1. $250,000.00 for the Alder Middle School Safe Route to School Project No. 3367 from the Bicycle and Pedestrian Facilities Program (see exhibit). 2. $35,000.00 for the Bus Stop Improvement Project No. 3368 from the Transit Bus Stop Program. https://nows-admin.fontana.org/CoverSheet.aspx?lteirdD=10297 11/30/2017 Page 2 of 3 3. $50,000.00 for the Bike and Pedestrian Route Maintenance Project No. 3369 for AB Miller High School from the Bicycle and Pedestrian Facilities Program. The Alder Middle School Safe Route to School Project will install sidewalks, curb and gutter, ADA-accessible curb ramps, ADA-compliant driveways, and streetlights. The project is anticipated to cost $760,889.00. SBCTA approved $250,000.00 towards the project cost. The Bus Stop Improvement Project will construct concrete sidewalk ADA accessible bus stop pads at seven (7) locations within the City. OmniTrans staff was consulted and highest ridership bus stops that could benefit from the improvements were chosen. This project will enhance a sense of community through better connectivity from neighborhoods to points of interest. SBCTA approved a construction cost of $5,000.00 for each seven (7) locations. The City will match $1,000.00 for each location for design and administration of the project. The Bike and Pedestrian Route Maintenance for AB Miller High School project will improve pedestrian safety by repairing damaged sidewalks around AB Miller High School. This sidewalk maintenance will be performed on Oleander Avenue, Walnut Avenue, and Cypress Avenue. The total project is anticipated to cost $180,262.00. SBCTA approved $50,000.00 (27.7%) of the project cost. FISCAL IMPACT: The City of Fontana will increase revenues in Grant Fund 301 by $335,000.00 and increase appropriations for expenditures in Grant Fund 301 by $335,000.00 as follows: Project No. 3367, Alder Middle School Safe Route to School $250,000.00; Project No. 3368, Bus Stop Improvements $35,000,00; and Project No. 3369, Bike and Pedestrian Route Maintenance for AB Miller High School $50,000.00. DISCUSSION: The City of Fontana Engineering Department applied for a grant from Transportation Development Act (TDA) funding through the San Bernardino County Transportation Authority (SBCTA). The Bike and Pedestrian Route Maintenance for AB Miller High School project was completed as part of this grant by Public Works Department. In October 2017, the City of Fontana was awarded $50,000, however only $36,708 was expensed, and the City provided a local match funding of$82,088, for a total project cost of$118,796 FISCAL IMPACT: The amount of $36,708 or 30.9% of the total project cost is eligible for reimbursement for this program.
