Art3_BigBear_FY17_BikePed_Stanfield_Inv2_CLOSEDRESOLUTION NO. 2021-34 RESOLUTION AUTHORIZING SUBMITTAL OF A CLAIM TO THE SAN BERNARDINO COUNTY TRANSPORTATION AUTHORITY FOR TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FUNDS FOR THE STANFIELD CUTOFF CONNECTIVITY PROJECT WHEREAS, the Mills-Alquist-Deddeh Act (SB 325) was enacted by the California Legislature to improve existing public transportation services and encourage regional transportation coordination. Known as the Transportation Development Act (TDA) of 1971, this law provides funding to be allocated to transit and non-transit related purposes that comply with regional transportation plans; and WHEREAS, TDA provides two funding sources, the Local Transportation Fund (LTF) and State Transit Assistance fund (STA); and WHEREAS, LTF is derived from a ¼ cent of the general sales tax collected statewide and apportioned by population to areas within the county; and WHEREAS, STA is derived from the statewide sales tax on diesel fuel, plus an additional vehicle registration fee authorized under Senate Bill 1, referred to as the State of Good Repair, and both are apportioned by the State Controller’s Office 50% by population and 50% by transit operator revenues; and WHEREAS, the San Bernardino County Transportation Authority (SBCTA) authorizes funding for a wide variety of transportation programs in San Bernardino County, including planning and program activities, pedestrian and bicycle facilities, community transit services, public transportation, and bus and rail projects to local transportation agencies through annual apportionment and allocation processes, and approves payments periodically throughout the year; and WHEREAS, SBCTA awarded the City of Big Bear Lake two TDA Article 3 grant funds in the amount of $325,000 and $322,000 for development of the Stanfield Cutoff Connectivity Project in the City of Big Bear Lake through a competitive “Call for Projects;” and WHEREAS, TDA Article 3 grant funds are provided on a reimbursement basis; and WHEREAS, SBCTA requires City of Big Bear Lake to submit a claim and requests for reimbursement; and WHEREAS, submittal of the claim for TDA Article 3 funds must be first authorized by the City Council; and WHEREAS, the Stanfield Connectivity Project is currently underway, and a portion of City expenses on these projects are eligible for reimbursement with TDA Article 3 funds; and Page 2 Resolution No. 2021-34 WHEREAS, SBCTA requires the designation of individuals authorized to certify Project completion; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Big Bear Lake authorizes submittal of a claim and request for reimbursements for TDA Article 3 funds for the Stanfield Cutoff Connectivity Project in the amounts of $325,000 and $322,000 and that Frank A. Rush, City Manager, or subsequent individual with the same job title at City of Big Bear Lake, is authorized to certify project completion. PASSED, APPROVED AND ADOPTED this 5th day of April, 2021. David Caretto, Mayor ATTEST: Erica Stephenson, City Clerk STATE OF CALIFORNIA ) COUNTY OF SAN BERNARDINO ) ss CITY OF BIG BEAR LAKE ) I, Erica Stephenson, City Clerk of the City of Big Bear Lake, California, do hereby certify that the whole number of the City Council of the said City is five; that the foregoing resolution, being Resolution No. 2021-34 was duly passed and adopted by the said City Council and attested by the City Clerk of said City, all at a regular meeting of the said City held on the 5th day of April, 2021 and that the same was so passed and adopted by the following vote: AYES: Mote, Lee, Putz, Herrick, Caretto NOES: None ABSTAIN: None ABSENT: None Erica Stephenson, City Clerk RESOLUTION NO. 2021-75 RESOLUTION AUTHORIZING NOTICE OF COMPLETION FOR THE STANFIELD CUTOFF CONNECTIVITY PROJECT WHEREAS, the Stanfield Cutoff Connectivity Project constructs a Class I bike trail that connects the highly traveled Alpine Pedal Path on the north side of Big Bear Lake to the City limits of Big Bear Lake; and WHEREAS, this project was constructed to resolve safety issues by providing a Class I separated bike and pedestrian walkway that is separated from the vehicle traffic and to provide a crucial link in the overall pedestrian and bicycle mobility throughout the Big Bear Valley; and WHEREAS, in addition to creating a new connection to the Alpine Pedal Path, this project also resurfaced Stanfield Cutoff, added decorative fencing, new signage, a pedestrian crosswalk, additional parking, and pavement markings; and WHEREAS, on July 13, 2020, the City Council awarded a contract to S. Porter, Inc. in an amount not to exceed $887,592 to construct this project; and WHEREAS, on August 10, 2020, the City Council authorized a change order to the S. Porter, Inc. construction contract for $239,053 to enhance the project with additional paving, furniture, and utilities; and WHEREAS, on June 8, 2021, S. Porter, Inc. successfully completed construction of this project for a total price of $1,126,645. NOW, THEREFORE, BE IT RESOLVED BY the City Council that the Stanfield Cutoff Connectivity Project construction is accepted as complete. PASSED, APPROVED AND ADOPTED this 21st day of June, 2021.
