RE: 2000/01 Transportation Development Act award for Santa Ana River Trail Project
Dear Mr. Srirajan:
This letter serves as a response to the County of San Bernardino’s request to extend the period of time to
complete the Santa Ana River Trail Project for the Bicycle/Pedestrian of Transportation Development Act
(TDA) Article 3. In Fiscal Year 2000/01, the San Bernardino County Transportation Authority (SBCTA)
Board of Directors approved grant awards to this project totaling $559,940. SBCTA has reimbursed the
County of San Bernardino $253,301 which leaves $306,639 remaining. Due to significant delays in
project development, and in keeping with SBCTA policy regarding the expenditure of funds, SBCTA
recommended rescission of the remaining funds in a letter to the County on February 1, 2019. However,
the County of San Bernardino requested SBCTA through a letter on March 5, 2019 to cancel this
rescission and allow for a deadline extension. SBCTA concurs with the request to extend the period of
time to complete this project. The revised project completion date for the project is December 31, 2021.
Also, SBCTA will amend the scope of the project to limit its extent to the In-lieu Program Mitigation of
Permanent Impacts.
As a friendly reminder, the TDA Article 3 grant award is paid through a reimbursement process upon
completion of the project. It is required that a TDA claim form and supporting documentation of project
completion are submitted to SBCTA prior to disbursement of funds to the County of San Bernardino. The
TDA Article 3 grant award is for a maximum reimbursable amount, and must show the appropriate local
match funds specified in your original award. Should your project exceed the maximum reimbursable
amount, SBCTA will not provide any additional reimbursement. For projects completed under the
awarded amount, SBCTA will reimburse your agency for the TDA Article 3 share of the project using the
match percentage identified in your grant applications.
