Art3_AppleValley_FY19_Transit_Thunderbird_1_ScopeRqst_201118 Town of Apple Valley Carifornia November 18, 2020 Ginger Koblasz San Bernardino County Transportation Authority 1170 W 3rd St 2nd floor San Bernardino, CA 92410 Subject: Scope Change for Transit Stop TDA Grant Ginger, The Town of Apple Valley is requesting a scope change that would divert the TDA Article 3 Transit Stop Access Program grant funding awarded for the Thunderbird Road Bus Turnout project and apply it to the construction of a new bus turnout on Bear Valley Road near the intersection of Bear Valley Road and Navajo Road.The new location is adjacent to Apple Valley High School. The reason for the scope change is twofold: First,and foremost,the Town has been unsuccessful acquiring the minimal Right of Way(ROW) on Thunderbird Road to construct the bus turnout. Further attempts to acquire the ROW could delay the project beyond the required December 31, 2022 deadline. Secondly,the new location on Bear Valley Road can be incorporated into an intersection upgrade project that is currently 65%designed and budgeted for construction in FY 21/22.This timeframe is well within the parameters of the grant. The design and functionality of the new location is almost identical to the initial scope on Thunderbird Road, but it is located on a Major Divided Arterial with a 55 mile per hour speed limit. Currently,the bus must pull onto a dirt shoulder to pick up students and other riders. The new paved turnout will provide improved separation between bus riders and vehicles traveling eastbound on Bear Valley Road. Thank you for your consideration.
