Art3_Redlands_FY17_BikePed_PIPPtoHSIP_Scope_190821_CLOSED         August 21, 2019 Savat Khamphou Engineering Manager City of Redlands 35 Cajon St, Suite 15A Redlands, CA 92373 RE: 2017/18 City of Redlands Pedestrian Points of Interest Plan – Scope Change Dear Mr. Khamphou: This letter serves as a response to the City of Redlands’s request to alter the scope of the Pedestrian Points of Interest Plan (PIPP) to complete bicycle/pedestrian projects for the Transportation Development Act (TDA) Article 3. In Fiscal Year 2017/18, the San Bernardino County Transportation Authority (SBCTA) Board of Directors approved grant awards to the Redlands PIPP Implementation Project in the amount of $264,401. SBCTA concurs with the request to alter the scope of the project to provide funding for the Highway Safety Improvement Program (HSIP) project towards development of in-roadway lights at uncontrolled crosswalks in the downtown area on Redlands Blvd. at 7th, 9th, and Clark Streets, as well as Orange St/Shoppers Lane, and Citrus Ave/Central Ave. It is the understanding that the TDA Article 3 award will be used to address a shortfall in funding for these projects, and that the City will still be help to the local match percentage identified in the award. As a friendly reminder, the TDA Article 3 grant award is paid through a reimbursement process upon completion of the project. It is required that a TDA claim form and supporting documentation of project completion are submitted to SBCTA prior to disbursement of funds to the City of Redlands. The TDA Article 3 grant award is for a maximum reimbursable amount. Should your project exceed the maximum reimbursable amount, SBCTA will not provide any additional reimbursement. For projects completed under the awarded amount, SBCTA will reimburse your agency for the TDA Article 3 share of the project using the match percentage identified in your grant applications.
