RE: 2016/17 and 2017/18 TDA Article 3 Projects - Grant Time Extension
Dear Mr. Wong:
This letter serves as a response to the City of Highland’s request to extend the period of time to complete
bus stop and bicycle/pedestrian projects for the Bicycle/Pedestrian and Transit Stop Access Programs of
Transportation Development Act (TDA) Article 3. In Fiscal Year 2016/17, the San Bernardino County
Transportation Authority (SBCTA) Board of Directors approved grant awards to the Water Street Bicycle
Pedestrian Project and for Transit Access Improvements to Omnitrans Bus Routes #3, #4, and #15. The
Bike/Ped project was awarded $121,160 and the Transit Access project was awarded $55,123. Also, in
Fiscal Year 2017/18, the SBCTA Board of Directors approved grant awards from the Transit Access
Program for the Baseline, Boulder, Central Avenue Bus Stop improvements project. This project was
awarded $87,100. SBCTA concurs with the request to combine the Transit Stop Access awards into one
award for $142,223 and to extend the period of time to complete both the Transit Stop Access projects
and Bicycle/Pedestrian project. The revised project completion date for all projects is July 1, 2020.
As a friendly reminder, the TDA Article 3 grant award is paid through a reimbursement process upon
completion of the project. It is required that a TDA claim form and supporting documentation of project
completion are submitted to SBCTA prior to disbursement of funds to the City of Highland. The TDA
Article 3 grant award is for a maximum reimbursable amount. Should your project exceed the maximum
reimbursable amount, SBCTA will not provide any additional reimbursement. For projects completed
under the awarded amount, SBCTA will reimburse your agency for the TDA Article 3 share of the project
using the match percentage identified in your grant applications.
Upon completion of the projects, please contact Nancy Strickert, Transportation Programming Analyst, at
SBCTA for the TDA Claim Form and filing instructions for the Transit Stop Access projects. Nancy can
be reached at (909) 884-8276 or nstrickert@gosbcta.com. On the Bicycle/Pedestrian project, please
contact Vanessa Schoenewald, Transportation Programming Analyst. Vanessa can be reached at (909)
884-8276 or vschoenewald@gosbcta.com. Should you need additional information regarding this matter,
please contact Cameron Brown, Senior Planner, at (909) 884-8276 or cbrown@gosbcta.com.
