Project Need & Purpose
Clear project Construct a multi-use path connecting a Class I bike path from Apple Valley to Victor

Provide data to Active transportation is the missing piece in the Victor Valley's transportation
support potential use system. According to walkscore.com, the project area has a Walk Score of 44
of the bicycle or identifying it as a car-dependent area. This project will provide a significant
sidewalk facility investment in communities that, as of yet, have no convenient non-motorized
access to college, shopping centers and work. Further, it will improve livability by
providing new travel options for bicyclists by providing bicycle access between
Apple Valley and Victorville. Providing a much-needed multi-use path along this major
transportation corridor will encourage more bicyclists to utilize their bike for
commuting to major destinations and to link up with other transportation modes.
According to the California Transportation Plan 2050 (CTP 2050) "Poor sidewalk
and roadway conditions increase safety risks and deter travel"and"Separated
bikeways and multi-use paths can protect users from fast-moving vehicles."This
project satisfies both concerns and therefore, will increase the rate of bicycle
commuting. Further, this project closes a critical gap in the regional bicycle network
within the neighboring communities of Victorville and Hesperia.
The Bear Valley Bridge connects to Victorville's Riverwalk Project which is on the
west side of the proposed project area (see Exhibit B). If residents could access the

hear Valley bridge, then they would connect to a tour-mile KiverwalK that tlanks the
western bank of the Mojave River.
Socio-Economic and Community Status. According to the U.S. Census Bureau 2019
population estimates, Apple Valley has a population of 73,453. This is a 59.7
percent increase since its incorporation in 1988 when it had a population of roughly
46,000 people. The demographics of individual neighborhoods vary, but, according
to the U.S. Census database, the Town has a Median Household Income (MHI)of
$54,527 ($25,457 per capita)which is 72.48 percent of the California MHI of
$75,235 with a 17.3 percent poverty rate. According to censusreporter.org website,
17 percent of the Town's children under 18 live beneath the poverty level and the
population is composed of 48 percent white, 41 percent Hispanic, and 6 percent
African American. Additionally, 51 percent of the population is female. Census data
also shows that 81 percent of the Town's residents drive alone to work while an
additional 11 percent carpool.
A more accessible sidewalk and bicycle network will provide an economical way to
travel for lower-income families. Improvements to the existing networks are
projected to help low-income residents save on transportation costs, such as
vehicle maintenance and fuel, simply by walking or biking to their destinations.
Households tend to spend more on transportation in locations with poor accessibility
and no alternatives to driving. By improving accessibility and providing more
transportation choices, families drive less, thereby saving money. The project will
allow the area's families to walk and bike to places that were previously only
accessible by car. This will decrease their fuel consumption and increase their
physical activity while, subsequently, lowering vehicle emissions.
If the proposed Connector Project is implemented, and a connection is provided for
residents to access the Bear Valley Bridge, we expect many adults and families to
walk or bike to Victor Valley College, retail and dining options in Apple Valley,
Victorville's Mojave Riverwalk and to the Mojave Narrows Regional Park. The
Mojave Riverwalk in Victorville has direct access to the Spring Valley Lake
Community which is in the unincorporated portion of Victorville and has a population
in excess of 8,000 residents. The project will also connect those residents to
opportunities at the Jess Ranch shopping complex which includes multiple
restaurants, retail establishments, medical services, a fitness center, and a movie
theatre. The project will, therefore, bring improved revenue opportunities for the
center and Town.

Describe how project The proposed improvements are incorporated in the San Bernardino County Active

connect to the Victorville Mojave Riverwalk project that has direct access to the
Yucca Loma Bridge and Mojave Narrows Regional Park. Ultimately, the project will
provide access to the future Mojave Riverwalk North project which will be
constructed on the eastern bank of the Mojave River and is also incorporated in the
ATP. At the western end of the project, the trail will connect cyclists and pedestrians
to a concrete multi-use trail leading to Victor Valley College's upper campus which
includes administration buildings and the Performing Arts Center. Photos of the
project area are included as Exhibit E.
Exhibits B and C show the proposed project location in relation to the existing
regional bicycle and pedestrian network. The Regional Mojave Riverwalk Project is
a multi-jurisdictional active transportation and recreational trail asset for the region
and is included in San Bernardino County ATP. The proposed Connector Project will
provide access to both the Apple Valley and the Victorville sides of the Mojave
Riverwalk Project.

trail will follow the Mojave River, passing along areas rich in cultural and natural
history.
3. Mojave Narrows Regional Park. The park is approximately two miles from the
project area on the west side of the Mojave River and is currently accessible by the
Victorville Mojave Riverwalk The park is approximately 840 acres of open space
and includes numerous trails for hiking and biking, fishing at two different lakes,
several picnic areas, a water park, camping, boating, and more. The proposed
project will allow residents in this neighborhood to walk or bike directly to the park
without having to share the roadway with motorists. This park features one of the
most scenic portions of the Mojave River and lush wildlife habitat in the desert.
4. Access to the City of Victorville. The Bear Valley Bridge (over the Mojave River)
connects local residents to the cities of Victorville (population 123,251), which is
nearly twice the size of Apple Valley. The proposed bike and sidewalk gap closure
on Bear Valley Road will increase access to this City which was previously only
accessible by a motorized vehicle. Destinations in Victorville include educational
opportunities,jobs, shopping, hotels, community resource centers, health care
facilities, parks and recreation.

conditions for bicyclists and pedestrians by constructing a dedicated, ADA
accessible pathway and closing the gap between Apple Valley Road and Victor
Valley college.
The most recent ADT Counts for Bear Valley Road:
•West of Apple Valley Road—24,075 (East bound)and 23,033 (West bound)
•West of Jess Ranch Parkway—29,768 (East bound) and 29,477 (West bound)
The project area has a Prima Facie speed limit of 50 MPH. In the last five years
(2016-2021), there have been 48 collisions between Jess Ranch Parkway and the
Bear Valley Road Bridge over the Mojave River with 15 resulting in injury and one
fatality (see Exhibit D). Jess Ranch Parkway and Bear Valley Road, alone,
accounted for 34 collisions making it the fourth highest collision intersection in the
Town of Apple Valley.
The CTP 2050 states "If we are to achieve our climate goals and improve public
health and quality of life in California communities, we must do more to make active
transportation a viable and competitive mode of transportation."The major
impediment to cycling and walking in the Victor Valley is the lack of connectivity
which limits active, non-motorized transportation. Bear Valley Road is an important
traffic corridor, and the lack of an accessible path between Apple Valley and
Victorville creates a significant barrier for bicycle commuters and pedestrians. Since
its construction in 1965, residents have needed a safe way to bicycle or walk
between Victor Valley College and Apple Valley. Once constructed, the proposed
multi-use path will provide an important link between Apple Valley and Victorville, and
the region will gain an alternative to automobile transportation.

unincorporated county areas of the high desert. Full-size VVTA buses are equipped
with bicycle racks that facilitate inter-modal bicycle-transit trips. According to the
system's current Comprehensive Operations Analysis, students represent a large
segment of bus ridership(28 percent). Riders aged 18-24 years old account for only
11 percent of area's population but account for 30 percent of VVTA ridership. The
bulk of these students attend Victor Valley College (WC) located on Bear Valley
Road immediately west of the Mojave River which separates Victorville and Apple
Valley. Facilitating a safer bike path to the College and to fixed route bus stops will
be of enormous assistance to the entire Victor Valley but particularly to its student
population.

$1 million project that constructed the Class I bike lanes and pedestrian
improvements on Yucca Loma Road (adjacent to the proposed project area), and a
$1 million project to construct the first phase of the Mojave Riverwalk, a Class I
multi-use trail along the Mojave River. Apple Valley was also the lead agency
(working with San Bernardino County and the City of Victorville) on the new$17
million Yucca Loma Bridge (completed in 2016), which spans the Mojave River and
provides a new east-west corridor in the Victor Valley.
Steps that will be taken to ensure timely delivery of the proposed project include:
• Use experienced staff who worked on the projects noted above. They will bring
their collective experience, knowledge, and skills to the proposed sidewalk project.
•Assign a Grant Manager to oversee and ensure that the Town abides by all the
requirements in the grant agreement.
•Assign a Project Manager, who will serve as a dedicated liaison to SBCTA, and will
be responsible for overseeing and monitoring the schedule and budget. The Project
Manager will follow the Town's standard operating procedures for project
management and performance monitoring including:
o Identifying the critical path of events necessary to ensure the project can be
advertised, bid, and awarded on time.
o Holding a kick-off meeting with the contractor and using a Timeline and Checklist
to outline expectations.
o Ensuring project submittals are delivered on time.
o Holding regularly scheduled meetings to assess progress against the Timeline and
Checklist.
o Consulting with the design engineer when/if problems arise; and
o Provide funding agency with detailed and accurate project documentation.

The City of Hesperia is pleased to support the Bear Valley Road Bridge Bike and
Pedestrian Connector Project and the application for San Bernardino County
Transportation Authority (SBCTA) 2021 Transportation Development Act (TOA) Article 3
funding.
Hesperia is the southernmost city in the Victor Valley with a population of 95,750 and
located directly south of Victorville at Bear Valley Road. Hesperia's population relies
heavily on Bear Valley Road which often becomes gridlocked with traffic trying to cross
over the Mojave River between Hesperia and Victorville on the west and Apple Valley to
the east.
The Connector Project will provide dedicated bicycle and pedestrian facilities that will
allow non-motorized residents to move safely across the Bear Valley Bridge. The Town
of Apple Valley and City of Victorville have made great progress in developing their
respective bicycle and pedestrian networks. Both entities have developed Riverwalk
pathways creating the Regional Mojave Riverwalk along the Mojave River; Yucca Loma
Road was expanded to include a bridge to Victorville, complete with Class I bicycle
facilities; and Apple Valley has developed an expansive network of Class I and Class 11
bicycle facilities. The proposed project will provide greater connections for residents to
access these facilities. Currently, people living in neighborhoods near these facilities do
not have a designated pathway providing ADA accessible access to these community
amenities.

On behalf of the Victor Valley Bicycle Tour (VVBT), I am pleased to provide this letter of support for
the Town of Apple Valley's request for funding in the San Bernardino County Transportation
Authority (SBCTA) 2021 Transportation Development Act (TDA) Article 3 Call for Projects for the
Bear Valley Road Bridge Bike and Pedestrian Connector Project.
The mission of VVBT is to raise awareness of safe bicycling in our communities and to promote
cycling as a healthy lifestyle for both recreation and transportation. VVBT is a community
organization that schedules an annual event to include a 10, 25, 50, or 70-mile bicycle ride that begins
on the south end of Dale Evans Parkway, traverses throughout Apple Valley and follows the roadway
to the north end and returns. The Bear Valley Road Bridge Bike and Pedestrian Connector Project will
provide VVBT another dedicated path that will allow non-motorized residents to move safely across
the Bear Valley Bridge.
I believe strongly that this project has the potential to remedy many local and regional transportation
issues, provide improvements, and reduce greenhouse gas emissions that will benefit the public
health, environment and provide greater possibilities for the VVBT events to utilize Bear Valley Road
in a safe manner. Through a collaborative community approach, the Town of Apple Valley has an
opportunity to positively affect the health of its citizens by building a culture of health in Apple Valley.
Thank you for your consideration of this important project. Apple Valley's project provides multiple
benefits and is important not only for this community, but the entire region as we strive to improve
the roadways that connect us all. As the Town of Apple Valley and our region continues to experience

Dear Mr. Lee:
The Town of Apple Valley is requesting $232,300 to construct a concrete multi-use path that
will connect the north side of the Bear Valley Road Bridge over the Mojave River to Victor
Valley College and the Mojave Riverwalk on the west and the Bear Valley Road Class I Bike Path
at Jess Ranch Parkway on the east. The proposed project is part of a larger $40 million project
to rehabilitate and widen the Bear Valley Road Bridge over the Mojave River, and it represents
the final stage of a multi-jurisdictional effort to connect non-motorized residents to new
employment and educational opportunities along Bear Valley Road in Apple Valley, Victorville
and Hesperia. In the fall of 2022, the Town intends to begin construction of the Bear Valley
Road Bridge project which will add new bicycle and pedestrian pathways on the north and
south sides (see Exhibit A). This project will con struct a new adjoining multi-use trail which, in
turn, will create an unobstructed pathway for non-motorized access. Since a portion of the
bridge widening is extending to the north, the existing sidewalk along the north side of Bear
Valley Road will be out of alignment and will need replacement. In addition, the existing
concrete sidewalk has suffered significant cracking due to weather conditions, and the Town
has completed temporary repairs in advance of the reconstruction expected with the bridge
project.
The Town of Apple Valley and City of Victorville have made great progress in developing their
respective bicycle and pedestrian networks. Both entities have developed Riverwalk pathways
creating the Regional Mojave Riverwalk along the Mojave River; Yucca Loma Road was
expanded to include a bridge to Victorville, complete with Class I bicycle facilities; and Apple
Valley has developed an expansive network of Class I and Class II bicycle facilities. The proposed
project will provide greater connectivity for residents to access these facilities.
The proposed Bear Valley Road Bridge Bike and Pedestrian Connector Project (‘Connector
Project’) includes several elements that connect to the greater Apple Valley/Victorville bike/ped
network. The Connector Project consists of a 19,784.40 square feet multi-use path, pavement
markings, signage, and ADA ramps. If people can walk and bike across the Bear Valley Road
Bridge, then the bike/ped network opens up with connections to Victor Valley College,
Riverwalks in both Apple Valley and Victorville, the Mojave Narrows Park, employment and
medical opportunities and a network of bicycle facilities throughout Apple Valley. As seen in
Exhibit B, this creates a critical network for people to take their kids for a walk, go for a jog, ride
a bicycle, walk their dogs, and access important community locations.
