Project Need & Project Description
Purpose The purpose of this project is to upgrade the quality and accessibility of the Citrus
Ave. and Judson/Ford St. westbound bus stop located in the City of Redlands. The
project will remove the existing concrete sidewalk and replace it with an ADA-
compliant landing area and sidewalk approach. These improvements would make the
stop more accessible for disabled or elderly passengers, which may result in
increased ridership.
The stop serves Omnitrans Route 19, connecting Redlands with Fontana, Colton,
Grand Terrace, Loma Linda, and Yucaipa. This bus stop location is noted in
Omnitrans' accessibility survey as needing ADA compliance improvements.
The stop is located in a largely residential area with a combination of single-family
home and large apartment complexes. Residential complexes adjacent to the stop
include the Sylvan Mobile Estates, Staci Court Apartments, Pacific Pines, Citrus
Arms, and the Redlands Oasis Apartments. Businesses directly adjacent to the stop
include 7-Eleven, Redlands Lock and Keys, and various nail and beauty salons.
Also within a '/z mile walk from the stop are Laramie Park and the Heritage Center
shopping plaza, containing restaurants, salons, and a pharmacy. Moore Middle
School is located 0.6 miles from the stop.

2021 TDA Article 3 Transit Stop Access Improvements Program
Dear Ginger,
I write in support of the City of Redlands’ grant applications for 2021 TDA Article 3 Transit Stop
Access Improvement funds within the City of Redlands. The planned projects will improve the
accessibility at ten bus stops by replacing landing areas and adjacent sidewalk approaches to
become ADA accessible.
These stops are located on Omnitrans Routes 8, 15, and 19, which connect Redlands to San
Bernardino, Loma Linda, Grand Terrace, Yucaipa, Colton, Fontana, and Highland. The stops are
serviced by a combined 178 buses and 39 passengers per day.
The upgrades will increase the access and quality of transit service to destinations such as the
University of Redlands, Redlands High School, Laramie Park, Arrowhead Family Health Center,
Redlands Ranch Market, the Esri campus, and the Redlands Village Shopping Center. Routes 8
and 15 provide direct service to the San Bernardino Transit Center.
Currently, one Omnitrans passenger within ½ mile from the Citrus Ave. and Grove St. stop is
eligible for Access paratransit service due to current ADA accessibility issues at stops. These
improvements would make the Omnitrans service more accessible for disabled or elderly
passengers, which may result in increased ridership.
