Clear project The City of Chino Hills requests $170,965 for a comprehensive pedestrian project to
description install sidewalks where none currently exist on the south side of Sierra Vista Drive
between Pipeline Avenue and Del Norte Avenue, and on the east side of Del Norte
Avenue between Lugo Avenue and Gird Avenue. The project is located in the Los
Serranos neighborhood of Chino Hills, consisting of over 400 acres and
approximately 1,000 homes that were developed over 80 years ago without
consideration for adequate pedestrian facilities. The project includes the
construction of sidewalks, curbs and gutters, and ADA compliant ramps. (See
attachment A: Project Location Map)Segments include: 296 LF sidewalk along Del
Norte Avenue (east side from Lugo Avenue to Gird Avenue)and 570 LF sidewalk
along Sierra Vista Drive (south side from Pipeline Avenue to Del Norte Avenue). The
City anticipates the project will take approximately 7 months to complete, including 2
months for plan, specification and estimate (PS&E)and 3 months for construction
(See attachment B— Project Schedule). Built in the 1920s prior to standard building
code regulations being in effect, Los Serranos was developed without standard
pedestrian facilities. Infrastructure such as sidewalks, curbs, gutters, and street
lights were not part of the original development that is available in newer, master-
planned communities. The northern section of Los Serranos consists of new modern
subdivisions with landscaped lots, paved sidewalks and street lighting. The southern
portion of Los Serranos is the original neighborhood, developed with subdivisions
laid out in a traditional grid pattern consisting of small lots, narrow streets, and no
sidewalks. This section of Los Serranos, south of Ramona Ave, is known as
"Lower" Los Serranos because it was subjected to flooding until very recently. Many
homes in this area sit at an elevation lower than the street, which when it rains, with
no proper gutters, provides no drainage. Water continuously runs over yards,
across roads, and even through residential homes during the smallest rainfall. In an
area that already lacks sidewalks, these conditions further hinder pedestrian mobility
and force pedestrians to share the roadway with passing vehicles (See attachment
C: Project Photos). Los Serranos is an area with higher concentrations of minority
or low-income households. Despite not meeting traditional criteria to qualify as a
disadvantaged community, the majority of the neighborhood is made up of two
minority groups: Hispanic (64%)and Asian-American (22.3%). In 1990, the U.S.
Census Bureau reported Los Serranos as a separate location until the low-income
region was incorporated by the City of Chino Hills in December,1991. This caused
the average medium income of the community to be combined with newer and more
affluent households (the northern section of Los Serranos with new modern,
subdivision homes). Prior to the incorporation by the City, the U.S Census Bureau
reported that over 42% of the Los Serranos neighborhood was identified as having
low-to-moderate household income. Since 1991, when the area was incorporated,
the available socioeconomic and demographic data for the southern region of the
Los Serranos neighborhood has been significantly diluted due to the inclusion of the
northern and more affluent neighborhoods.

Community Fact Finder(CFF) reports 103 households within a half mile of the
project site are without access to a vehicle that will benefit from additional
pedestrian pathways. The addition of sidewalks will benefit many youth under the
age of 18, who make up 22% of the neighborhood population. (See attachment D:
Community Fact Finder Report) Due to the proximity to the project site, connectivity
to many popular destinations are less than one-half mile from the project site and will
significantly improve pedestrian connections pathways to: Glenmeade Elementary
School (student population: 483)—0.68 miles; Chaparral Elementary School
(student population: 636)-0.78 miles; Robert Townsend Junior High (student
population: 1,133)— 1.10 miles; eight(8) OminRide bus stops—all within one mile,
three (3)churches—all within one mile; two (2) Business Districts—one mile, six(6)
parks (Los Serranos Park, Strickling Park, Cinnamon Park, Hickory Creek Park,
Hilltop Park, and Glenmeade Park)—all within one mile.

destination points (listed above), connectivity will increase resident participation in
non-motorized transportation activities. Providing sidewalks may increase
transportation options for individuals who may not be able drive a car by providing
access to public transit spots. Sidewalks also offer economic and environmental
benefits such as improved health for residents who choose to walk rather than drive,
less money spent on rising gas prices (providing more disposable income to
households), reduced vehicle emissions and traffic congestion, and improved
safety.

compliance with local traffic laws: Constructing sidewalks that separate pedestrians
from vehicles will improve compliance with traffic laws by eliminating the need for
drivers to anticipate the travel intentions of pedestrians such as crossing the street,
turning a corner, etc. 3) Eliminates behaviors that lead to collisions: Paved
sidewalks eliminate the "guessing game"that often occurs between pedestrians and
vehicles when there is no clear distinction of space. Safe pedestrian pathways
eliminate behaviors such as "walking along the roadway,"which has a high likelihood
of pedestrians being struck by passing vehicles. The City of Chino Hills actively
focuses on and is in accordance with the SCAG 2008 Regional Transportation Plan
desired outcome of"a decrease in pedestrian/bicyclist fatalities/injuries."The
Federal Highway Administration states that the likelihood of a site with a paved
sidewalk being a crash site is 88% lower than a site without a sidewalk. The
installation of sidewalks over the last 10 years has significantly improved the quality
of life for the residents of Los Serranos, as evidenced by a 87.5% drop in
pedestrian and bicycle accidents. According to the Transportation Injury Mapping
System(TIMS), from 2010-2017, eight pedestrian and bicycle collisions had
occurred within a half mile of the project sites that resulted in one pedestrian fatality.
From 2018 - present, as the City of Chino Hills has completed segments of installed
sidewalks in the area, that number has dropped to one incident. (Source: 2021

Explain the Research indicates that people will walk for recreational purposes if a safe
multimodal or transit alternative is provided. The City of Chino Hills proposes to do just that by improving
system connectivity the neighborhood infrastructure, currently without any sidewalks, with a pedestrian
provided by this system that will result in a safer and more efficient system for residents and
project. students. Over the years, the City has endeavored to develop a safe sidewalk
network in the Los Serranos neighborhood that connects to multiple destinations
that encourage healthier modes of transportation, specifically walking or bicycling.
Active transportation will also help to reduce vehicle use, decreasing traffic
congestion and reducing GHG emissions. Connectivity is a key component to the
proposed project. By constructing sidewalks where none exist the project will
encourage more residents to walk to nearby schools, churches, parks, or bus stops
that connect to both local and regional destinations. The proposed project is critical
for safer pedestrian access to regional bus routes. The project segment on Del
Norte Avenue provides accessibility to Pipeline Avenue through Lugo Avenue and
Gird Avenue, while the Sierra Vista Drive segment connects directly to Pipeline
Avenue. There are two bus transit stops on Pipeline Avenue for OmniRide at the
intersections of Gird Avenue and Valle Vista Avenue for Routes 365 and 88. Routes
365 and 88 provide public transit to the California Institute for Men, Chaffey College
Chino Campus, City Hall, Chino Hills High School, Chino Hills Marketplace, Fairfield
Ranch Park, The Shoppes at Chino Hills, and the Chino Transit Center. The Chino
Transit Center provides regional connectivity via six other OmniRide bus lines that
link to the Cities of Los Angeles and Riverside via the Metrolink(train) Riverside
Line, both large employment hubs for Los Serranos residents. The project segments
currently have no sidewalks or ADA-accessible routes to these transit stops.

mile radius around the point location selected. Only park
acres within the project area's half mile radius are reported.

determining the percent of any census block-groups that
intersect with the project area. The project area is then

equal distribution in census block-groups is assumed. Rural
