The project is located in the Los Serranos neighborhood of Chino Hills, consisting of over 400 acres and approximately 1,000 homes that were developed over 80 years ago without consideration for adequate pedestrian facilities. The project includes the construction of sidewalks, curbs and gutters, and ADA compliant ramps. (See attachment A: Project Location Map)Segments include: 296 LF sidewalk along Del Norte Avenue (east side from Lugo Avenue to Gird Avenue)and 570 LF sidewalk along Sierra Vista Drive (south side from Pipeline Avenue to Del Norte Avenue). The City anticipates the project will take approximately 7 months to complete, including 2 months for plan, specification and estimate (PS&E)and 3 months for construction (See attachment B— Project Schedule). Built in the 1920s prior to standard building code regulations being in effect, Los Serranos was developed without standard pedestrian facilities. Infrastructure such as sidewalks, curbs, gutters, and street lights were not part of the original development that is available in newer, master- planned communities. The northern section of Los Serranos consists of new modern subdivisions with landscaped lots, paved sidewalks and street lighting. The southern portion of Los Serranos is the original neighborhood, developed with subdivisions laid out in a traditional grid pattern consisting of small lots, narrow streets, and no sidewalks. This section of Los Serranos, south of Ramona Ave, is known as "Lower" Los Serranos because it was subjected to flooding until very recently. Many homes in this area sit at an elevation lower than the street, which when it rains, with no proper gutters, provides no drainage. Water continuously runs over yards, across roads, and even through residential homes during the smallest rainfall. In an area that already lacks sidewalks, these conditions further hinder pedestrian mobility and force pedestrians to share the roadway with passing vehicles (See attachment C: Project Photos). Los Serranos is an area with higher concentrations of minority or low-income households. Despite not meeting traditional criteria to qualify as a disadvantaged community, the majority of the neighborhood is made up of two minority groups: Hispanic (64%)and Asian-American (22.3%). In 1990, the U.S. Census Bureau reported Los Serranos as a separate location until the low-income region was incorporated by the City of Chino Hills in December,1991. This caused the average medium income of the community to be combined with newer and more affluent households (the northern section of Los Serranos with new modern, subdivision homes). Prior to the incorporation by the City, the U.S Census Bureau reported that over 42% of the Los Serranos neighborhood was identified as having low-to-moderate household income. Since 1991, when the area was incorporated, the available socioeconomic and demographic data for the southern region of the Los Serranos neighborhood has been significantly diluted due to the inclusion of the northern and more affluent neighborhoods. 3/8 Provide data to The project will construct safe pedestrian walkways where currently no sidewalks support potential use exist, expanding the ongoing revitalization initiated in the mid-1990's, of the Los of the bicycle or Serranos neighborhood to provide pedestrian facilities that are safer, more efficient, sidewalk facility and encourage more active transportation. Walkability is important to a city's sustainable urban design and can be measured by how friendly an area is for walking. Safety factors that influence walkability are the presence or absence of quality sidewalks, street connectivity, traffic, and road conditions. The addition of sidewalks will encourage the 6,300 + residents living within one-half mile of the project site to walk to shopping, local schools, and retail outlets. The 2021 California Community Fact Finder(CFF) reports 103 households within a half mile of the project site are without access to a vehicle that will benefit from additional pedestrian pathways. The addition of sidewalks will benefit many youth under the age of 18, who make up 22% of the neighborhood population. (See attachment D: Community Fact Finder Report) Due to the proximity to the project site, connectivity to many popular destinations are less than one-half mile from the project site and will significantly improve pedestrian connections pathways to: Glenmeade Elementary School (student population: 483)—0.68 miles; Chaparral Elementary School (student population: 636)-0.78 miles; Robert Townsend Junior High (student population: 1,133)— 1.10 miles; eight(8) OminRide bus stops—all within one mile, three (3)churches—all within one mile; two (2) Business Districts—one mile, six(6) parks (Los Serranos Park, Strickling Park, Cinnamon Park, Hickory Creek Park, Hilltop Park, and Glenmeade Park)—all within one mile. Describe how project The proposed project is consistent with the 2018 San Bernardino County Non- is situated in the Motorized Transportation Plan (NMTP), which has been incorporated into the regional system. The plan supports increased project is consistent use of active transportation with goals for improving safety, increasing active with a Regional transportation usage and friendliness, and encouraging local active transportation Transportation Plan plans (pages 94-99). In addition, the proposed project aligns with the following or SBCTA's sections of the NMTP: 1) Better align active transportation investments with land Countywide Active use and transportation strategies to reduce costs and maximize mobility benefits Transportation Plan, (page 94). 2)Active transportation investments focus on sidewalk if applicable. maintenance/enhancement, intersection improvements to facilitate safe and easy access to mixed-use commercial facilities where residents can meet most of their daily needs and access bus service (page 97). 3)Short trip strategies to ensure that the roadway network evolves to help realize the walkable/bike-able vision advanced by land use strategies in regional and local plans, plus improve mobility and reduce travel times in locations that are already considered location-efficient (page 99). 4)Sidewalk Quality: The Plan calls for making sidewalks compliant with the Americans with Disabilities Act(ADA) (page 99). 5) Neighborhood Mobility Areas focus on connections within the neighborhood—to schools, places of worship, parks or greenways, and other destinations (page 99). The 2018 San Bernardino County Non-Motorized Transportation Plan (NMTP)can be referenced at the following link: http://www.gosbcta.com/plans-projects/plans/non- motorized-transportation/NMTP-RevJ une20l 8.pdf 4/8 Outline the The addition of sidewalks will encourage the 6,300 + residents living within a half destinations served mile of the project site to walk for their various needs. Business Districts—one mile; 5)Three (3)churches—all within one mile; Six(6) parks: (Los Serranos Park, Strickling Park, Cinnamon Park, Hickory Creek Park, Hilltop Park, and Glenmeade Park)—all within one mile. According to the California Fact Finder(CFF) report, (Attachment E), there are 103 households without access to a vehicle in the project area. Construction of sidewalks to encourage walkability throughout the Los Serranos neighborhood will improve the ability of these residents to enjoy and benefit from the amenities of their community, as well as promote resident circulation. As people engage in active transportation, they naturally socialize more, developing a healthier social environment. With convenient destination points (listed above), connectivity will increase resident participation in non-motorized transportation activities. Providing sidewalks may increase transportation options for individuals who may not be able drive a car by providing access to public transit spots. Sidewalks also offer economic and environmental benefits such as improved health for residents who choose to walk rather than drive, less money spent on rising gas prices (providing more disposable income to households), reduced vehicle emissions and traffic congestion, and improved safety. 5/8 Describe how this Re-engineering a safer neighborhood is at the heart of this project. The City of project will improve Chino Hills is aware of the safety hazards existing in the Los Serranos cyclist and/or neighborhood due primarily to a lack of sidewalks. The proposed project will resolve pedestrian safety. existing safety hazards by constructing new sidewalks, where there are currently Where able, site the none, to separate vehicle traffic from pedestrians and create safer pathways for number of collisions residents. Specific improvements include: 1) Construction of sidewalks where none during an identified currently exist; 2) Pavement markings at pedestrian/vehicle interfaces; 3)ADA- timeframe this compliant access ramps; 4) Removal of existing encroachments (block walls, project aims to fencing, etc.)to improve visibility. These improvements will provide residents with address. safer walking conditions, similar to the routes their counterparts experience in areas where improvements have already been made, and to mirror adjacent communities associated with master-planned amenities. Safety benefits include: 1) Improved sight distance and visibility: Paved sidewalks serve as "pedestrian lanes" and provide a safer distance for pedestrians from the main roadway and traveling vehicles. New sidewalks will also help limited visibility that occurs especially during rainfall or dusk hours, which is another safety factor that puts pedestrians walking along the roadway at a greater risk of being hit by a car if not spotted. 2) Improved compliance with local traffic laws: Constructing sidewalks that separate pedestrians from vehicles will improve compliance with traffic laws by eliminating the need for drivers to anticipate the travel intentions of pedestrians such as crossing the street, turning a corner, etc. 3) Eliminates behaviors that lead to collisions: Paved sidewalks eliminate the "guessing game"that often occurs between pedestrians and vehicles when there is no clear distinction of space. Safe pedestrian pathways eliminate behaviors such as "walking along the roadway,"which has a high likelihood of pedestrians being struck by passing vehicles. The City of Chino Hills actively focuses on and is in accordance with the SCAG 2008 Regional Transportation Plan desired outcome of"a decrease in pedestrian/bicyclist fatalities/injuries."The Federal Highway Administration states that the likelihood of a site with a paved sidewalk being a crash site is 88% lower than a site without a sidewalk. The installation of sidewalks over the last 10 years has significantly improved the quality of life for the residents of Los Serranos, as evidenced by a 87.5% drop in pedestrian and bicycle accidents. According to the Transportation Injury Mapping System(TIMS), from 2010-2017, eight pedestrian and bicycle collisions had occurred within a half mile of the project sites that resulted in one pedestrian fatality. From 2018 - present, as the City of Chino Hills has completed segments of installed sidewalks in the area, that number has dropped to one incident. (Source: 2021 Transportation Injury Mapping System) 6/8 Explain the Research indicates that people will walk for recreational purposes if a safe multimodal or transit alternative is provided. The City of Chino Hills proposes to do just that by improving system connectivity the neighborhood infrastructure, currently without any sidewalks, with a pedestrian provided by this system that will result in a safer and more efficient system for residents and project. students. Over the years, the City has endeavored to develop a safe sidewalk network in the Los Serranos neighborhood that connects to multiple destinations that encourage healthier modes of transportation, specifically walking or bicycling. Active transportation will also help to reduce vehicle use, decreasing traffic congestion and reducing GHG emissions. Connectivity is a key component to the proposed project. By constructing sidewalks where none exist the project will encourage more residents to walk to nearby schools, churches, parks, or bus stops that connect to both local and regional destinations. The proposed project is critical for safer pedestrian access to regional bus routes. The project segment on Del Norte Avenue provides accessibility to Pipeline Avenue through Lugo Avenue and Gird Avenue, while the Sierra Vista Drive segment connects directly to Pipeline Avenue. There are two bus transit stops on Pipeline Avenue for OmniRide at the intersections of Gird Avenue and Valle Vista Avenue for Routes 365 and 88. Routes 365 and 88 provide public transit to the California Institute for Men, Chaffey College Chino Campus, City Hall, Chino Hills High School, Chino Hills Marketplace, Fairfield Ranch Park, The Shoppes at Chino Hills, and the Chino Transit Center. The Chino Transit Center provides regional connectivity via six other OmniRide bus lines that link to the Cities of Los Angeles and Riverside via the Metrolink(train) Riverside Line, both large employment hubs for Los Serranos residents. The project segments currently have no sidewalks or ADA-accessible routes to these transit stops. Establish the level of The revitalization of Los Serranos started in the mid-1990's when residents began the project's to voice interest in infrastructure improvements. Because Los Serranos was readiness. Include a already built-out, there were no opportunities to secure funding from large discussion on the developers. For over 10 years, City leaders have made Los and prioritization of Serranos a priority neighborhood for infrastructure improvements. Project the project. construction will begin immediately after design and engineering is complete. In addition, there are no right-of-way issues associated with this project. All work will be completed in areas already owned by the City or where easements have been granted. The City has designed and constructed similar projects in the Los Serranos neighborhood, and therefore has a solid history and on-going relationship with the community. This project can commence immediately upon grant award and is anticipated to be complete in seven months. 7/8 Has the agency The City of Chino Hills has a strong record in planning and development of sidewalk delivered past projects. Only park acres within the project area's half mile radius are reported. Population and people in poverty are calculated by determining the percent of any census block-groups that intersect with the project area. The project area is then assigned the sum of all the census block-group portions. An equal distribution in census block-groups is assumed. Rural areas are calculated at a census block level to improve results. Median household and per capita income are calculated as a weighted average of the census block- group values that fall within the project area.
