Project Need: These locations, as well as other bus stops throughout the City, were identified in Omnitrans' accessibility survey (conducted in 2020)as needing improvements to meet Americans with Disabilities Act(ADA) requirements. At these two bus stops, the curbs are separated from the sidewalks by strips of grass (see attached photos -Attachment 1), thereby limiting access to and from the bus for persons with disabilities. Minimum ADA requirements include a firm stable surface, an area that is clear of obstructions and measures eight feet (perpendicular to the curb) by five feet (parallel to the curb, connected to a pedestrian path or accessible walkway), and a cross slope no greater than 2 percent. Modifications to these stops are needed to meet these requirements. Increased accessibility at these stops will allow more transit users to reach destination points along this route which include Kaiser High School, Ontario Mills Mall, Toyota Arena. For 2020, Jurupa at Catawba had a combined average daily boarding and alighting of 0.6 riders, and Jurupa at Hemlock had a combined average daily boarding and alighting of 0.2 riders. This is lower than average boarding/alighting for 2018 for these stops. At Jurupa at Catawba, daily boarding and alighting was 1.4 riders, and for Jurupa at Hemlock it was 0.6 riders. This difference is attributable to the economic shutdown and unanticipated, significant changes in work/school/shopping outings from March 2020 through December 2020 due to the Covid-19 pandemic. The City expects that ridership numbers will be more in line with 2018 numbers in the future as restrictions are lifted. In addition, by improving accessibility at these bus stops, and others throughout Fontana, the City aims to attract more ridership to its transit services. Project Description: The City of Fontana is requesting$5,379 (detailed project budget is attached—Attachment 2)to construct bus stop pads at the two existing bus stop locations on Jurupa at Catawba (westbound-far-side) and at Hemlock (westbound-far-side)_ The transit stun access improvements at these locations are 2/3 shown on the attached preliminary design exhibits (Attachment 3) and include: Jurupa at Catawba - 1) Constructing a new 4-inch-thick Portland cement concrete (PCC)sidewalk section between the existing curb and sidewalk, 34 feet parallel to the curb and 4 feet perpendicular to the curb; and 2) Modifying existing landscaping and irrigation. The combined width of the replaced sidewalk and new PCC section connecting the sidewalk to the curb is 10 feet. Jurupa at Hemlock- 2) Constructing two new 4-inch-thick Portland cement concrete (PCC)sidewalk sections between the existing curb and sidewalk, 16 feet parallel to the curb and 7 feet perpendicular to the curb, and 6 feet parallel to the curb and 7 feet perpendicular to the curb. The combined width of the replaced sidewalk and new PCC sections connecting the sidewalk to the curb is 12 feet. The project will be completed in compliance with the City of Fontana Standard Plan, applicable ADA Accessibility Guidelines, and Health and Safety Code (Sections 18901 to 18949.6 of the State Building Standards Law). Additionally, the City owns the right-of-way at the project site, therefore, no easement is required. The project schedule is included as Attachment 4. Project completion is estimated to be September 2022. Bus Route 82 time schedule: Starts operating at 4:33 AM and ends at 8:45 PM, everyday, with bus frequency every 60 minutes. To improve access at this stop,a concrete pad (34’ width by 4’ depth) will be constructed to connect the sidewalk to the curb.
