Project Need: This location, as well as other bus stops throughout the City, were identified in Omnitrans' accessibility survey (conducted in 2020)as needing improvements to meet Americans with Disabilities Act(ADA) requirements. At this bus stop, the curb is separated from the sidewalk by a strip of grass (see attached photos -Attachment 1), thereby limiting access to and from the bus for persons with disabilities. Minimum ADA requirements include a firm stable surface, an area that is clear of obstructions and measures eight feet (perpendicular to the curb) by five feet (parallel to the curb, connected to a pedestrian path or accessible walkway), and a cross slope no greater than 2 percent. Modifications to this stop are needed to meet these requirements. Increased accessibility at this stop will allow more transit users to reach destination points along this route which include the Fontana Metrolink Transit Station, A.B. Miller High School, Summit High School, Fontana Adult High School, Jurupa Hills High School, Kaiser High School, Ontario Hills Mall, and Toyota Arena. For 2020, Curtis at Citrus had a combined average daily boarding and alighting of 0.4 riders. This is significantly lower than average boarding/alighting for 2018 of 3.0 riders. This difference is attributable to the economic shutdown and unanticipated, significant changes in work/school/shopping outings from March 2020 through December 2020 due to the Covid-19 pandemic. The City expects that ridership numbers will be more in line with 2018 numbers in the future as restrictions are lifted. In addition, by improving accessibility at this bus stop, and others throughout Fontana, the City aims to attract more ridership to its transit services. Project Description: The City of Fontana is requesting$2,666 (detailed project budget is attached—Attachment 2)to construct a bus stop pad at the existing bus stop location on Curtis Avenue at Citrus Avenue (eastbound- near-side). The transit stop access improvements at this location are shown on the attached preliminary design exhibit(Attachment 3)and include: 1) Constructing a new 4-inch-thick Portland cement concrete (PCC)sidewalk section between the existing curb and sidewalk, 43 feet parallel to the curb and 3 feet perpendicular to the curb; and 2) Modifying existing landscaping and irrigation. The combined width of the replaced sidewalk and new PCC section connecting the sidewalk to the curb is 8 feet. The project will be completed in compliance with the City of Fontana Standard Plan, applicable ADA Accessibility Guidelines, and Health and Safety Code (Sections 18901 to 18949.6 of the State Building Standards Law). Additionally, the City owns the right-of-way at the project site, therefore, no easement is required. The project schedule is included as Attachment 4.
