Project Need & Project Description
Purpose Eligible Project Type: The proposed project includes the construction of a bus stop
pad at the existing bus stop location on Merrill Avenue at Locust Avenue
(westbound-far-side).
Project Need: This location, as well as other bus stops throughout the City, were
identified in Omnitrans' accessibility survey (conducted in 2020)as needing
improvements to meet Americans with Disabilities Act(ADA) requirements. At this
bus stop, the curb is separated from the sidewalk by a strip of grass (see attached
photos -Attachment 1), thereby limiting access to and from the bus for persons with
disabilities. Minimum ADA requirements include a firm stable surface, an area that is
clear of obstructions and measures eight feet (perpendicular to the curb) by five feet
(parallel to the curb, connected to a pedestrian path or accessible walkway), and a
cross slope no greater than 2 percent. Modifications to this stop are needed to meet
these requirements.
Increased accessibility at this stop will allow more transit users to reach destination
points along this route which include the Fontana Community & Senior Center and
the Fontana Metrolink Transit Center. Also, at this stop, a customer within
approximately '/z mile walking distance from the bus stop became eligible for Access
paratransit service because of bus stop accessibility issues. Improving this stop
could potentially increase fixed-route transit ridership and save operating Access
paratransit service operating cost, which is more costly per trip to operate than
fixed-route service.
For 2020, Merrill at Locust had a combined average daily boarding and alighting of
3.3 riders. This is significantly lower than average boarding/alighting for 2018 of 6.2
riders. This difference is attributable to the economic shutdown and unanticipated,
significant changes in work/school/shopping outings from March 2020 through
December 2020 due to the Covid-19 pandemic. The City expects that ridership
numbers will be more in line with 2018 numbers in the future as restrictions are
lifted. In addition, by improving accessibility at this bus stop, and others throughout
Fontana, the City aims to attract more ridership to its transit services.
Project Description: The City of Fontana is requesting$3,106 (detailed project
budget is attached—Attachment 2)to construct a bus stop pad at the existing bus
stop location on Merrill Avenue at Locust Avenue (westbound-far-side). The transit
stop access improvements at this stop are shown on the attached preliminary
design exhibit(Attachment 3)and include: 1) Constructing two new 4-inch-thick
Portland cement concrete (PCC)sidewalk sections between the existing curb and
sidewalk, each approximately 11 feet parallel to the curb and 7 feet perpendicular to
the curb(these two sections are separated by an existing sidewalk culvert); and 2)
Modifying existing landscaping and irrigation.
The project will be completed in compliance with the City of Fontana Standard Plan,
applicable ADA Accessibility Guidelines, and Health and Safety Code (Sections
18901 to 18949.6 of the State Building Standards Law). Additionally, the City owns
the right-of-way at the project site, therefore, no easement is required. The project
schedule is included as Attachment 4. Project completion is estimated to be
September 2022.

This letter is to inform you that the City of Fontana (City) is submitting grant applications
to the San Bernardino County Transportation Authority (SBCTA) for funding under their
Transportation Development Act (TDA) Call for Projects for Transit Stop Access
Improvements. This program was developed in recognition of the importance of providing
safe and accessible paths of travel to existing and proposed bus stop locations. Projects
that improve access to transit stops for pedestrians and persons with disabilities are a
priority.
The City is proposing constructing bus stop pads (connecting curbs to sidewalks) at the
following 11 Omnitrans existing bus stop locations:
1. N. Cherry Avenue @ Live Oak Avenue (NB)
2. Foothill Boulevard @ Locust Avenue (EB)
3. Arrow Boulevard @ Oleander Avenue (EB)

Improvements at each of these locations will meet Americans with Disabilities Act (ADA)

The bus stop at Merrill Avenue @ Locust Avenue is part of OMNITRANS Bus Route 15. The 15 bus (EB Fontana-San
Bernardino-Redlands) has 91 stops departing from Fontana Metrolink Transit Center and ending at Redlands Mall.
Bus Route 15 time schedule: Starts operating at 5:56 AM and ends at 8:12 PM, everyday, with bus frequency every 60
minutes.

stop. To improve access at this stop, two concrete pads
(approximately 11’ width by 7’ depth) will be
constructed to connect the sidewalk to the curb. See
Exhibit 4 (Attachment 3) for a schematic of construction
details.
