Subject: 2017 TDA Article 3- Bicycle and Pedestrian Facilities
The City of Chino received 2017 TDA Article 3 grant funds, Resolution Nos. 2018-046 and 2018-047, for a
project titled "Bicycle Path and Pedestrian Facilities. The grant funding breakdown is below:
• Bicycle and Pedestrian Facilities Program Fund-$353,081
Construction of Bicycle Path and Pedestrian Facilities (G7802)
• Transit Stop Access Program Funds- $87,000
Sidewalk Retrofitting with Accessibility Ramps (G7803)
The targeted area for the project was in the City's CDBG target area. The City of Chino's Bicycle and
Pedestrian Master Plan (2016) was used to derive the area for the project. The streets chosen are near
high traffic generators and attractors such as commercial areas, schools, community centers, churches,
and medical offices. The project will provide facilities for the local community in need of bicycle and
pedestrian facilities and public transportation.

The Project consists of installing 4.3 miles of bicycle lanes and boulevards that will connect to various
transit areas that will meet current Bicycle Standards per California MUTCD, and Caltrans Standards.
These improvements will provide an unimpeded travel-way and continuous pathway to major attractors
for all citizens. Another aspect of the project was to construct sidewalk retrofitting and construction of 53
access ramps to improve pedestrian access to various facilities.
Once the design plans were under development and preliminary cost estimates were being and
developed, it was evident that due to construction costs and right-of-way acquisition required to construct
access ramps in the downtown residential neighborhoods, the project scope was too great and needed
to be narrowed down to remain within the allocated project budget. Therefore, the following scope
revisions to the project, designated in italics and bold, are being requested:
Pedestrian Access Ramps:
1. Monte Vista Avenue from B street to C Street
2. B Street from Monte Vista Avenue to 4th Street
3. C Street from Monte Vista Avenue to 4th Street(eliminate)
Bicycle Lanes and Boulevards:
1. B Street from Monte Vista to 7th Street
2. B Street from 9th Street to Benson Avenue
3. C Street form Monte Vista Avenue to Sequoia Avenue
4. 7th Street from B Street to C Street
5. 9th Street from B Street to C Street
6. Sequoia Avenue for C Street to Rosario Street
7. Rosario Street from C Street to Magnolia Avenue
8. Washington Avenue from Telephone Avenue to Benson Avenue
9. Park Place from Benson Avenue to 10th Street
10. Benson Avenue from Park Place to Tronkeel Avenue
11. 10 h Street from Walnut Avenue to Chino Avenue (Added)

Please verify that SBCTA is amenable to the change in scope above, and we will proceed with the final
design plans accordingly. In addition, the City is requesting an extension of the funds due to the related
property acquisition required for some of the ramps to be constructed, that do not fit within available public
right-of-way.
