Art3_BigBear_FY17_Transit_BBshops_App_CLOSEDTRANSPORTATION DEVELOPMENT ACT ARTICLE 3 BIENNIAL CALL FOR PROJECTS FOR TRANSIT STOP ACCESS IMPROVEMENTS BIG BEAR BOULEVARD SHOPPING CENTERS BUS STOP Project Description & Classification Mountain Transit proposes to construct two new bus stops consisting of a new bus pad at each stop, one accessible ramp, and new accessible sidewalks to serve the new bus pads within the City of Big Bear Lake. Mountain Transit services are managed by Mountain Area Regional Transit Authority, a rural transit agency that was formed December of 1993 under a joint powers authority between the City of Big Bear Lake and San Bernardino County. The agency provides Dial-A-Ride and Fixed Route service, including Off-The-Mountain, throughout San Bernardino Mountain communities, which includes the City of Big Bear Lake, for a service area of 269.21 square miles. All of Mountain Transit’s vehicles are wheelchair accessible and are equipped with bike racks. One bus stop will be located along the north (west bound traffic) lane of Big Bear Boulevard in front of the Interlaken Shopping Center. For site reference, this center’s address is 42170 Big Bear Boulevard. The second bus stop will be located opposite of this location, along the south (east bound traffic) lane of Big Bear Boulevard and is adjacent to the Stater Brothers Shopping Center. This shopping center site is addressed as 42171 Big Bear Boulevard. Right-of-Way The new bus stops are located within existing Caltrans (District 8) public right-of-way as shown on the attached preliminary plans. Big Bear Boulevard is also known as State Route 18. Mountain Transit has submitted a preliminary project proposal to Caltrans and anticipates the need for an easement from both private shopping centers to accommodate an accessible ramp, sidewalks, and a bus shelter for each new bus stop. The bus shelters and benches are not a part of this grant request and will be covered by Mountain Transit’s grant match, which is up to $200,000.00. Problem Area Identified by Users Currently, Mountain Transit buses stop to pick up and drop off passengers within the parking lots of the two shopping centers, one behind the Vons supermarket and the other in front of the Stater Bros. store. These current stops negatively impact passenger and driver safety due to conflict with customers, vehicles, and truck deliveries in the shopping centers. In addition, the current stops create liability problems due to non-ADA compliant access to the buses. The latter problem resulted in recent litigation by current transit users, and Mountain Transit is now proposing to replace the current “bus stop” locations with new on-street locations which are ADA-compliant. Management staff at the shopping centers have indicated a preference for the bus stops to be located on the public road. The new bus stop locations on the boulevard will also be highly visible making it more convenient for visitors to locate the formal bus stop and take advantage of alternative methods of transportation during peak weekends and seasons when traffic impacts are heaviest on Big Bear Boulevard. TDA Article 3 Biennial Call For Projects For Transit Stop Access Improvements Big Bear Boulevard Shopping Centers Bus Stop Page 2 of 6 Bus Routes and Daily Buses The project is served by three (3) fixed bus routes and Dial-A-Ride service. There are two (2) fixed bus routes and one (1) Off-The-Mountain (OTM) route which serves the bus stop located at the Interlaken Shopping Center. This location provides the only OTM service in the City. OTM service is offered three times daily during weekdays and twice daily during weekends. Total daily bus stops at this location are forty-six (46). The bus stop at the Stater Brother’s location is served by two (2) fixed routes for a total of forty (40) daily bus stops. Mountain Transit also offers Dial-A-Ride service at both centers, which averages ten (10) daily buses a day. Therefore, total daily buses are ninety-six (96). The current bus stop in the Interlaken Shopping Center also offers the weekend trolley service which serves visitors at various tourist attractions throughout the valley, including the Big Bear Village, hotels, and marinas, and accommodates special routes during events, such as Music in the Mountains at the Big Bear Discovery Center in Fawnskin. There is one (1) fixed route with thirteen (13) daily bus stops on Saturdays and five (5) on Sundays for the weekend trolley. Current Daily Boardings and Alightings The bus stop at the Interlaken Shopping Center is the major transfer point for all of Mountain Transit’s buses and routes in Big Bear Valley. The bus stop locations in both shopping centers serve 5,000 monthly boardings and alightings, which results in a daily rate of approximately 167. Additionally, the new bus pads on Big Bear Boulevard will be seventy-five (75) feet in length, to accommodate longer length buses, as ridership is anticipated to increase due to stricter environmental standards and to increasing shuttle services for both visitors and employees to the local ski resorts. The in-City terrain is fairly wide and level in comparison to routes outside of the City limits. During this past winter season, Mountain Transit has offered transportation for employees and visitors to the ski resorts and has experienced full capacity during peak weekends. Therefore, current boardings and alightings are forecasted to grow significantly during the peak winter season, especially once the new bus stops are constructed on Big Bear Boulevard where they will be highly visible, accessible to all users, and connected to existing sidewalks and the growing number of multi-use trails. Key Activity Generators Both shopping centers are centrally located in relation to the Big Bear Valley and offer a supermarket, a variety of dining establishments, and services such as banks, dry cleaning, a home improvement store, a pet store, a shoe store, and other small offices and services. The City defines these shopping centers as large because they measure over five acres in area. These are the only two large shopping centers in the Big Bear Valley and the only centers to contain recognizable brands and anchor stores such as Vons, Stater Bros, Petco, Starbucks, Dollar Tree, DIY Home Center, and Payless Shoes. These businesses offer year-round employment in comparison to other seasonal employers in the City. Within a quarter mile radius of both shopping centers are residential neighborhoods consisting of vacation homes, single family homes, and a timeshare resort. Other activity generators within TDA Article 3 Biennial Call For Projects For Transit Stop Access Improvements Big Bear Boulevard Shopping Centers Bus Stop Page 3 of 6 a half mile distance include the Stanfield Marsh multi-use boardwalk and trail, a private marina, a public boat launch, an elementary school, and the Alpine Pedal Path Multi-Use Trail. The proposed project is also in proximity to the future Rathbun Creek Multi-Use Trail, which will connect mountain trails and the lake to other residential neighborhoods and businesses. Currently, Big Bear Boulevard is signed as a Class 1 bike lane but a City pedestrian and bicycle mobility project will construct a Class 2 bike lane on the north side of the boulevard. The current bus stop in the Interlaken Shopping Center is the major bus stop in the City of Big Bear Lake due to the Off-The-Mountain service and large variety of services at this location, and is therefore the highest priority segment of the project. The current bus stop location is hidden in the parking lot to the rear of the Vons supermarket, and has no sidewalk access to Big Bear Boulevard, as shown in the photograph of the existing stop. The new bus stop at this location remains directly adjacent to the shopping center, is highly visible, and will provide an accessible path of travel from the proposed bus pad to the shopping center. The routes at both shopping centers provide stops to Snow Summit and Bear Mountain, therefore, the peak transport season is December through March due to the resorts’ seasonal employment and ski visitors. In addition, Mountain Transit provides transportation during special events such as Special Olympics, Halloween and Christmas in the Village, and for burn victims attending camps in Big Bear Lake. The project is anticipated to be completed by March of 2020. Cost Estimate Refer to the attached Project Cost Estimate. Although the maximum grant request limit is 10% of $871,141, joint power agency transit operators who are the lead agency for implementing the proposed project may receive more than the 10% limit. The City of Big Bear Lake is the project lead agency. The total project cost estimate is $399,630. The grant request is $199,815 and Mountain Transit will provide a 50% match of $199,815. TDA Awards & Status This project has not received any previous awards. Mountain Transit has not received any TDA awards in the past. The City of Big Bear Lake has received TDA awards in the past for other projects. Six projects from 2007 through 2011 have been completed, two are in design, and one is contingent upon successfully applying for 2017 ATP Augmentation.
