RE: City of Needles –Stop 13 Improvements
Dear Ms. Sallis:
This letter serves as a response to the City of Needles request to transfer funds to Stop #13 in their plan
for Transit Stop Access funding in order to prepare the stop for an ADA accessible shade structure.
Funding for ADA accessibility improvements was awarded in April 2016 in the amount of $30,189 with a
total project cost of $60,378. SBCTA concurs with the request for the purchase of a shade structure for
Stop #13 as a reimbursable expense subject to a 50% local match rate of the awarded project.
As a friendly reminder, the TDA Article 3 grant award is paid through a reimbursement process upon
completion of the project. It is required that a TDA claim form and supporting documentation of project
completion are submitted to SBCTA prior to disbursement of funds to the City of Needles. The TDA
Article 3 grant award is for a maximum reimbursable amount. Should your project exceed the maximum
reimbursable amount, SBCTA will not provide any additional reimbursement. For projects completed
under the awarded amount, SBCTA will reimburse your agency for the TDA Article 3 share of the project
using the match percentage identified in your grant application. Lastly, t he receipt of TDA Article 3
funds requires an independent audit of the project.
