Subject: Fiscal Year 2015/2016 TDA Article 3 Funding Award—SCOPE CHANGE REQUEST

Further to our telephone discussion regarding the City's TDA FY 2015/2016 Article 3 grant
funding award, in the amount of$121,160 for sidewalk and bikeway improvements in the City
of Highland on Water Street between Church Street and Weaver Street. As discussed, during
the project design phase, the City of Highland learned that the attached Tax Map that was used
in scoping the original project to include sidewalk improvements,fronting APN 1210-111-09,
incorrectly shows that 30' of right-of-way exists when in fact no right-of-way exists to
accommodate the curb and gutter and sidewalk construction. The City has subsequently made
exhaustive attempts to obtain the right-of-way needed for sidewalk improvements but the
property owner refuses to dedicate.
Therefore,the City is hereby requesting that SBCTA approve a scope change for the approved
Water Street TDA Article 3 grant award for bikeway and walkway improvements on Water
Street. The original project proposed TDA Article 3 funds for curb and gutter and sidewalk
construction and Local funds for bikeway construction.The Original Scope and proposed
change of Scope are outlined below.
ORIGINAL SCOPE OF WORK:
The Project includes construction of 660 feet of new pavement widening,curb, gutter, drive
approaches and sidewalk along the north side of Water Street from Cram Road to Weaver
Street, and 3,960 feet of Class II Bikeway on both sides of Water Street between Church Street
and Weaver Street.
PROPOSED CHANGE OF SCOPE:
Instead of constructing 660 feet of new curb,gutter, drive approaches and sidewalk as
originally proposed, we now propose the revised Project would include construction of 200 feet
of asphalt pavement widening for the combined use of bikeway and pedestrian walkway along
the north side of Water Street east of Cram Road, and 635'feet of asphalt pavement widening
for the combined use of bikeway and pedestrian walkway along the south side of Water Street

west of Cram Road. Additionally, instead of constructing 3,960 feet of Class II Bikeway on both
sides of Water Street between Church Street and Weaver Street as originally proposed,we now
propose to extend the bikeway improvements another 1,275 feet easterly to Aplin Street to
directly connect with Cram Elementary School. (See attached Exhibits).
The purpose of the Water Street project is to promote walking and bicycling, improve safety
along school routes, provide improved transit connections, reduce traffic and improve air
quality. The Proposed scope change would not change the purpose of the project.
The total estimated cost of the proposed Project with scope change including combined
bikeway/pedestrian improvements from Church Street to Aplin Street is$146,800, well below
the $186,400 estimated for the original scope of work that included the curb, gutter, drive
approaches and sidewalk improvements as awarded.
The City requests that the original grant scope to construct curb, gutter, drive approaches and
sidewalk improvements be changed to construct bikeway and walkway improvements as
described herein.The City would propose the same 65%TDA/35% Local fund share as approved
for the original project scope.
The Requested TDA funds, 65%of total project costs, would then change from $121,160 to
$95,420 (see attached cost estimate).
