Regards, Ginger Koblasz Senior Planner Cc: Michele Fogerson, SBCTA Dave Kinzle, City of Highland Leticia Nava-Cruz, City of Highland February 24, 2020 Mr. Ernest Wong Public Works Director/City Engineer City of Highland 27215 Base Line Highland, CA 92346 RE: FY 2015/16 TDA Article 3 Water St. Sidewalk & Bikeway Scope Revision & Deadline Extension (Allocation S-1606-32) Dear Mr. Wong: This letter serves as a response to the City of Highland’s request to alter the Water Street Sidewalk and Bikeway Improvements Project scope of work which was awarded Transportation Development Act (TDA) Article 3 funding in the amount of $121,160. During the project design phase, the City learned that the parcel map used in scoping the original project incorrectly indicated right-of-way availability needed to accommodate curb, gutter, and sidewalk construction. Given that the City was unable to come to an agreement with the parcel owner, SBCTA concurs with the City’s request to alter the project scope work, to reduce the grant funding amount, and to extend the project completion date. ORIGINAL SCOPE OF WORK: The original Project entailed construction of 660 feet of new pavement widening, curb, gutter, drive approaches and sidewalk along the north side of Water Street from Cram Road to Weaver Street, and 3,960 feet of Class II Bikeway on both sides of Water Street between Church Street and Weaver Street. Total Project Cost: $186,400 TDA Article 3 Award: $121,160 (65%) Local Match: $65,240 (35%) Completion Date: July 1, 2020 REVISED SCOPE OF WORK: The revised Project includes construction of 200 feet of asphalt pavement widening for the combined use of bikeway and pedestrian walkway along the north side of Water Street east of Cram Road, and 635' feet of asphalt pavement widening for the combined use of bikeway and pedestrian walkway along the south side of Water Street west of Cram Road. Additionally, instead of constructing 3,960 feet of Class II Bikeway on both sides of Water Street between Church Street and Weaver Street as originally proposed, the City will extend the bikeway improvements another 1,275 feet easterly to Aplin Street in order to directly connect with Cram Elementary School. Total Project Cost: $146,800 TDA Article 3 Award: $95,420 (65%) TDA Article 3 Rescind: $39,600 Local Match: $51,380 (35%) Completion Date: July 1, 2021 As a friendly reminder, the TDA Article 3 grant award is paid through a reimbursement process upon completion of the project or through Progress Payments. It is required that a TDA claim form and supporting documentation of project completion are submitted to SBCTA prior to disbursement of funds to the City of Highland. The TDA Article 3 grant award is for a maximum reimbursable amount. Should Correction: Total project was reduced by $39,600 and $25,740 was rescinded. your project exceed the maximum reimbursable amount, SBCTA will not provide any additional reimbursement. For projects completed under the awarded amount, SBCTA will reimburse your agency for the TDA Article 3 share of the project using the match percentage identified in your grant applications.
