RE: 2013 Article 3 Grant Extension Request for the Orange Blossom Trail Phase III Project
Dear Mr.Wittman:
This letter serves as a response to the City of Redland's request to extend the period of time to complete the Orange
Blossom Trail Phase III Project dated April 11, 2016. On July 3, 2013, the San Bernardino Associated Governments
(SANBAG) Board of Directors approved grant awards from the Transportation Development Act (TDA) Article 3
Pedestrian and Bicycle Program. The Orange Blossom Trail Phase III Project was awarded $918,722 with a project
completion date of June 30, 2016. As work has progressed toward project completion, SANBAG concurs with the
city's request to extend the period of time to complete this project. The revised project completion date is June 30,
2017.
As a friendly reminder, the TDA Article 3 grant award is paid through a reimbursement process upon completion of
the project or through progress payments up to 80% of the award prior to completion for projects with an award of
greater than $200,000. It is required that a TDA claim form and supporting documentation including financial forms
ensuring local match contributions to project costs of 15% are submitted to SANBAG prior to full disbursement of
funds. The TDA Article 3 grant award is for a maximum reimbursable amount. Should your project exceed the
maximum reimbursable amount, SANBAG will not provide any additional reimbursement. For projects completed
under the awarded amount, SANBAG will reimburse your agency for the TDA Article 3 share of the project using the
match percentage of 15% identified in your grant application. Lastly, the receipt of TDA Article 3 funds requires an
independent audit of the project.
