As part of the project, approximately 1 mile of dual track trail, both asphalt concrete and decomposed granite, from California Street to Mountain View Avenue, will be constructed within San Bernardino Flood Control (Flood Control)right of way in Redlands(City). Currently, 60% drawings have been submitted by Michael Baker International, design consultant for the project, for City review. City anticipates reviewing and returning those drawings to Michael Baker by the end of April. Design is anticipated to be completed in early Summer 2016. Upon design completion, City will work with Flood Control to receive an encroachment permit for trail placement within their right-of- way and advertise the project for construction. In the award letter for the grant, dated July 11, 2013, a completion date of June 30, 2016, is given. In order to finish the design and begin construction of the Project, City is requesting a time extension for the Transportation Development Act grant. City is formally requesting an extension of time until December 31,2016. Regrettably,your second priority preference project submittal,Bicycle Lane Upgrade Project, did not score high enough to be awarded TDA Article 3 Bicycle and Pedestrian Facilities Program funds. The TDA Article 3 award is considered a grant and is paid through a reimbursement process and the filing of a TDA claim, including proper documentation of project expenditure. The award is for a maximum reimbursable amount. Should your project exceed the maximum reimbursable amount, SANBAG will not provide any additional reimbursement. For projects completed under the awarded amount, SANBAG will reimburse your agency for the LTF share of the project using the match percentage identified in your grant application. The SANBAG Board also set the period of time for completion of your project to comply with TDA provisions, therefore the project funded under this letter of award must be completed by June 30,2016. Enclosed you will find a copy of your allocation and claim form instructions. Your grant allocation amount has been submitted to the auditor controller. At the time of reimbursement request, a completed claim form must be submitted to SANBAG as well as additional documentation supporting your request. Progress payments may be requested for project awards over$200,000.Reimbursement requests may be emailed to Monica Morales at mmorales@sanbag ca.gov.
