RE: 2013 Article 3 Grant Award Scope Refinement Request for Orange BIossom Trail Phase III
Dear Mr. Wittman:
This letter serves as a response to the City of Redlands request letter dated October 17, 2016 to refine the scope of the
Orange Blossom Trail Phase III project. On July 10, 2013, the San Bernardino Associated Governments (SANBAG)
Board of Directors approved grant awards from the Transportation Development Act (TDA) Article 3 Bicycle and
Pedestrian Facilities Program. Orange Blossom Trail Phase III was awarded $918,722 with a project completion date
of June 30, 2016. On February 23, 2016 the end date was extended to June 30, 2017.
Due to the unforeseen circumstances with regards to obtaining an encroachment permit for the segment between Bryn
Mawr Avenue and Mountain View Avenue, SANBAG concurs with the request to refine the scope of work to
construct a different segment of the Orange Blossom Trail. The grant scope will now entail the construction of the
segment between Tennessee Street and Alabama Street. As this segment also requires review and approval of the San
Bernardino County Flood Control, the date to complete the Bryn Mawr Avenue to Mountain View Avenue trail
segment with the Article 3 grant funds has been extended to December 31, 2017.
As a friendly reminder, the TDA Article 3 grant award is paid through a reimbursement process upon completion of
the project. It is required that a TDA claim form and supporting documentation of project completion are submitted to
SANBAG prior to disbursement of funds to the City of Redlands, The TDA Article 3 grant award is for a maximum
reimbursable amount. Should the revised project scope exceed the maximum reimbursable amount, SANBAG will not
provide any additional reimbursement. For projects completed under the awarded amount, SANBAG will reimburse
your agency for the TDA Article 3 share of the project using the match percentage identified in your grant application.
Lastly, the receipt of TDA Article 3 funds requires an independent audit of the project.
