ACT 18 �1 1170 W. 3rd Street, 2nd Floor �S N ?�1s San Bernardino, CA 92410-1715 ORANGE BLOSSOM TRAIL PHASE III—TDA Act 3 Grant Funding Mr. Byrne, City of Redlands adopted Resolution No. 7299 on July 16, 2013, which accepted Transportation Development Act Article 3 grant funding in the amount of $918 722 00 and allocated $162,128.00 of City's Palmetto Grove Fund to be used as the grant match for the construction of the Orange Blossom Trail (OBT) Phase 3 project (Project). The Project was to be built entirely within San Bernardino County Flood Control (Flood Control) right-of-way between California Street and Mountain View Avenue. Upon 90% completion of plans, City submitted an encroachment permit application to Flood Control for their approval. Flood Control provided the City with extensive comments and requirements in order to approve the encroachment permit. These comments included a partial rebuilding of the channel between Bryn Mawr Avenue and Mountain View Avenue as the channel is considered to be in a temporary state. Due to these extensive requirements, the cost of the project increased substantially and exceeded the City's funding for the construction of the Project in this section. In order to make use of the grant funding and continue with the construction of the OBT, City approached Flood Control about constructing a different segment of the OBT. This segment, between Tennessee Street and Alabama Street, is also within Flood Control ROW but does not pose the type of construction challenges as the segment between Bryn Mawr Avenue and Mountain View Avenue. City and Flood Control have agreed to pursue this segment of the OBT. In order to fund the construction of this new segment of the OBT, the City is formally requesting SANBAG's approval of the use of TDA Act 3 grant funding originally planned for the Bryn Mawr Avenue to Mountain View Avenue segment to the Tennessee Street to Alabama Street segment. The City is still intending to construct the portion of the original Project alignment, California Street to Bryn Mawr Avenue, with TDA Act 3 funding but will seek different funding sources for construction of the Bryn Mawr Avenue to Mountain View Avenue segment.
