Construction started in February and we expect the project to be completed by the Summer of 2028. Construction is about 20% done but the work related to the bike path will take place later in the project. We can provide evidence of the expenses up to date so that you can document progress on the project. Are you looking for copies of progress payments? Thank you, Paula Pereira, P.L.S. Hi Richard, Thank you for providing the requests. I understand that there has been $0 spent on the bike/ped components for both Bear Valley Rd Bridge Connector and the Central Road Class II Bikeway projects. However, the grant requires awardees to demonstrate expenditure of some funds within 1 year of award notification. Because of this, can you provide the project expenses to date for the two projects so we can demonstrate that progress is being made? The Bike/Pedestrian component is anticipated to be one of the last tasks to be constructed. The bridge will be partially reconstructed and widened to include the construction of a Class 1 Bike path on the north side. The adjoining street will also be widened and include a new bike path after the bridge widening is completed. It may be possible that the construction scheduled is accelerated from the estimated time of completion (April 2028) and the construction of the Bike path/pedestrian component may meet the 12/30/2027 deadline. **Central Road Class 2 Bikeway- The design is completed and the project was ready to construct last summer. However, the Engineer’s estimates exceeded the original cost estimate. Construction could start early next year pending Council’s approval of funding priorities. For cash flow purposes, and depending on Town Council’s priorities, staff might request a one year extension of time. If you have any questions or concerns please let me know. Thank you, Richard Pedersen, P.E. Town Engineer Engineering Division Town of Apple Valley, California Office 760.240.7000 ext. 7011 On May 3, 2023, the SBCTA Board approved changes to the program that now require annual Progress Reports. We hope this will help us get ahead of any potential issues and limit the number of times we need to go to the Board with scope change and extension requests. In addition to the progress reporting requirement, awardees must also demonstrate expenditure of some funds within ONE year of award notification and, for construction contracts, a contract must be awarded within THREE years of award notification. We expect there to be some leniency for existing awards, particularly with the one year expenditure rule. If funds have not yet been spent, please provide a brief project schedule showing how the City intends to complete the project by the deadline. For more information please see: Agenda - Wednesday, May 3, 2023 (gosbcta.com) or feel free to reach out to me directly with questions.
