Subject: Town of Apple Valley – Central Road Class II Bikeway Project
Extension of Time Request
Dear Ms. Chou,
The Town of Apple Valley (Town) respectfully requests an extension of the Transportation
Development Act (TDA) Article 3 Project Completion Deadline for the Central Road Class II
Bikeway Project (Project).
The Town was awarded funding to construct a two-mile Class II bikeway along Central Road. The
Town intends to complete construction of the Project in conjunction with the widening of Central
Road. The design phase was completed in summer 2025, and the construction plans and
specifications are complete and ready for advertisement. However, the engineer’s estimate
exceeded the original project budget. As a result, construction has been deferred pending the Town
Council’s approval of funding priorities and the availability of project funding.
Because construction is contingent upon the approval of funding, the Project cannot be completed
by the current Project Completion Deadline. The Town anticipates beginning construction in early
2027, subject to Town Council approval.
To ensure the Project is completed by the requested extended deadline, the Town will continue to
coordinate funding through the annual budget process, seek Town Council approval of necessary
construction funding, and proceed with construction as soon as funding is authorized. The Town
will also continue to provide the San Bernardino County Transportation Authority (SBCTA) with
project status updates and promptly notify the SBCTA of any significant schedule changes.
Accordingly, the Town respectfully requests a 12-month time extension of the TDA Article 3
Project Completion Deadline, from June 30, 2027, to June 30, 2028. The Town appreciates the
SBCTA’s consideration of this request and remains committed to completing the Project as
expeditiously as possible.
