Extension of Time Request
Dear Ms. Chou,
The Town of Apple Valley (Town) respectfully requests an extension of the Transportation
Development Act (TDA) Article 3 Project Completion Deadline for the Bear Valley Road Bridge
Connector Project (Project).
In 2011, under the TDA Article 3 Call for Projects, the Town was awarded funding to construct a
Class I bicycle path that would connect the Town of Apple Valley to Victor Valley College and the
City of Victorville’s network of bicycle facilities. The Project consists of a Class I bicycle path
along Bear Valley Road from Apple Valley Road to Victor Valley College, including a bicycle path
on the bridge.
Construction of the Bear Valley Bridge commenced in December 2025 and is currently scheduled
for completion in April 2028. The TDA-funded bicycle and pedestrian improvements are
incorporated into the overall bridge reconstruction project and are scheduled to be constructed
during the final phase of work. The bridge is being partially reconstructed and widened to
accommodate a Class I bike path on the north side, with the adjoining roadway widened thereafter
to connect the bicycle facilities.
Because the bicycle and pedestrian improvements are dependent upon completion of the bridge
reconstruction, the improvements cannot be constructed until the bridge widening work is
substantially complete, making the current Project Completion Deadline unattainable under the
approved bridge construction schedule. Although the contractor may be able to accelerate the
construction schedule and complete the improvements before that date, the current approved
construction schedule indicated completion in April 2028.
To ensure the Project is completed by the requested extended deadline, the Town will continue to
actively coordinate with the bridge construction contractor, closely monitor the construction
schedule, and prioritize completion of the TDA-funded bicycle and pedestrian improvements as
soon as they can be constructed within the overall bridge project. The Town will also continue to
provide San Bernardino County Transportation Authority (SBCTA) with project status updates and
promptly notify the SBCTA of any significant schedule changes.
Accordingly, the Town respectfully requests a 12-month time extension of the TDA Article 3
Project Completion Deadline, from December 30, 2027, to December 30, 2028. The Town
appreciates the SBCTA’s consideration of this request and remains committed to completing the
Project as expeditiously as possible.
