DISCUSSION: In August 2025, the City submitted four (4) grant applications to SBCTA for TDA Article 3 for the Randall Pepper (O'Day Short) Elementary Safe Routes to School Sidewalk ("SRTS") Gap Closure Project, Ted J. Porter Elementary SRTS Gap Closure Project, Fontana Middle School SRTS Sidewalk Gap Closure Project, and the Citywide Transit Stop Improvements Project. The grant request for the Randall Pepper (O'Day Short) Elementary SRTS Gap Closure Project was in the amount of $250,000 with a local fund match of $383,660. The project will construct missing sidewalks, ADA compliant curb ramps, and ADA compliant driveways along the north side of Filbert Street and the west side of Lemon Street. This will close the missing sidewalk gaps for students attending at least three (3) different schools: Randall Pepper Elementary, Citrus Elementary, and Fontana High School. The grant request for the Ted J. Porter Elementary SRTS Gap Closure Project was in the amount of $250,000 with a local fund match of$225,061. The project will install new sidewalks, ADA compliant curb ramps, and ADA compliant driveways that will close existing gaps along the south side of Upland Avenue. This will close the missing sidewalk gaps for students attending Ted J. Porter Elementary School. The grant request for the Fontana Middle School SRTS Sidewalk Gap Closure Project was in the amount of $475,000 with a local fund match of $246,745. The project will construct missing sidewalks, ADA compliant curb ramps, and ADA compliant driveways that will close existing gaps along the south side of Valencia Avenue between Mango Avenue and Palmetto Avenue. This will close the missing sidewalk gaps for students attending Fontana Middle School. The grant request for the Citywide Transit Stop Improvements Project was in the amount of$149,400 with a local fund match of $48,171.45. The improvements will consist of installing concrete bus pads at seven (7) existing bus stops throughout the City. These locations were identified in Omnitrans' 2025 accessibility survey as needing improvements to meet Americans with Disabilities Act (ADA) requirements. At these bus stops, the curb is separated from the sidewalk by a strip of grass, landscape, or other non-ADA compliant material, thereby limiting access to and from the bus for persons with disabilities. Concrete bus pads will be constructed at each identified location, improving accessibility for all ridership. On November 5, 2025, SBCTA Board of Directors approved funding for the four (4) Fontana projects in the amount of $975,000 from the TDA Article 3 Bicycle and Pedestrian Facilities Program and $149,400 from the TDA Article 3 Transit Stop Access Improvements Program. FISCAL IMPACT: Revenues in Fund 303 (Grants) will be increased by $1,124,400 and appropriations for expenditures in Fund 303 will increase by $1,124,400. The four (4) new projects are included in the mid-year budget adjustments. The Randall Pepper (O'Day Short) Elementary SRTS Sidewalk Gap Closure Project allocates $250,000 in Fund 303 (Grants) and $383,660 in Fund 241 (AQMD) for the local match. The Ted J. PORTER ELEMENTARY SAFE ROUTES TO SCHOOL SIDEWALK GAP CLOSURE PROJECT, FONTANA MIDDLE SCHOOL SAFE ROUTES TO SCHOOL SIDEWALK GAP CLOSURE PROJECT AND CITYWIDE TRANSIT STOP IMPROVEMENTS PROJECT IN THE CITY OF FONTANA. WHEREAS, the Mills-Alquist-Deddeh Act (SB 325) was enacted by the California Legislature to improve existing public transportation services and encourage transportation coordination. Known as the Transportation Development Act (TDA) of 197, this law provides funding to be allocated to transit and non-transit related purposes that comply with regional transportation plans; and WHEREAS, TDA provides two funding sources, the Local Transportation Fund (LTF) and State Transit Assistance fund (STA); and WHEREAS, LTF is derived from a '/4 cent of the general sales tax collected statewide and apportioned by population to areas within the county; and WHEREAS, STA is derived from the statewide sales tax on diesel fuel, plus an additional vehicle registration fee authorized under Senate Bill 1, referred to as the State of Good Repair, and both are apportioned by the State Controller's Office 50% by population and 50% by transit operator revenues; and WHEREAS, the San Bernardino County Transportation Authority (SBCTA) authorizes funding for a wide variety of transportation programs in San Bernardino County, including planning and program activities pedestrian and bicycle facilities, community transit services, public transportation, and bus and rail projects to local transportation agencies through annual apportionment and allocation processes, and approves payment periodically throughout the year; and WHEREAS, SBCTA awarded the City of Fontana TDA Article 3 grant funds in the amount of $250,000 for development of the Randall Pepper (O'Day Short) Elementary Safe Routes to School (SRTS) Sidewalk Gap Closure Project, $250,000 for the development of the Ted J. It is our pleasure to inform you that on October 4th, 2023, the San Bernardino County Transportation Authority (SBCTA) Board of Directors (Board) approved funding in the amount of $149,400 from the Transportation Development Act (TDA), Article 3 Transit Stop Access Program, for your Bus Stop Project(s): Citywide Transit Stop Improvements for the City of Fontana (Match 48,171.45) For your convenience, attached is the Award List presented to the Board. Within six months (before May 5, 2026) of funding award notification, or prior to requesting reimbursements of funds, whichever comes first, a one-time submittal of a (1) Claim Form and (2) Authorizing Resolution is required.Forms and a sample resolution can be found at www.gosbcta.com/tda3 under the section title Claims. Additionally, once all required forms are completed, they should be submitted at www.gosbcta.com/tda3 under the section title Claims by clicking on the Submit Claim Form &Resolution button. Please note that the TDA Article 3 award is considered a grant and is paid through a reimbursement process. Progress payments may be requested for project awards over $200,000. The award is for a maximum reimbursable amount. Additionally, please ensure that your agency has read through the TDA Guidelines specifically, Award Requirements. Failure to meet them could result in your award being rescinded. This is important as there are other requirements that will be due within the year. The SBCTA Board set the period of time for completion of your project to comply with TDA provisions,therefore this project must be completed by June 30,2029.
