The City of Fontana will install new sidewalks, ADA compliant curb ramps, and
ADA compliant driveways that will close existing gaps along the south side of
Valencia Ave. between Mango Ave. ad Palmetto Ave. as “suggested routes” for
students attending Fontana Middle School.

Section B: Project Need & Purpose (30 points total)
11.A. List the destinations served. (5 points)
The sidewalk proposed will make active transportation feasible, enhance safety
and convenience for students and residents traveling to and from their school
(Exhibit D). As a SRTS Project, the proposed improvements will create
designated pedestrian routes to and from Fontana Midde School that is County
Ranked #1 & City Ranked #1 in SBCTA’S Priority list (B1, B2, F). The Pacific
Electric Trail, Fontana Lewis Library & Technology Center, Fontana Veterans
Memorial, Fontana City Hall, Fontana Police Department, and Miller
Amphitheater & Park are all within a ¼ mile of the proposed pedestrian facility.
Miller Amphitheater & Park is one of the main locations where the City of
Fontana holds public events and includes community amenities such as fitness
rooms, racquetball courts, pools, and playgrounds. It is also within a mile
radius of a bike route that leads to Sante Fe Park and Fontana Metrolink Station
that provides transportation for Fontana residents throughout Southern
California.

12. Provide data to support future use of the proposed project. (5 points)
Per “(Safe Routes Partnership)”, we can assume that an increase of 18% of
students will walk to school with new infrastructure improvements. Fontana
Middle School had 1049 students enrolled in the 24/25 School Year. These
improvements will generate roughly 189 more users. Per “Census,2023”, the
population increased from 4,674 to 4,772 in 2022. Per “CalEnviroScreen Data”,
this region has a 70% CalEnviroScreen Percentile indicating the census tract
experiences a greater cumulative burden of pollution and vulnerabilities. This
data shows that 86.72% are Hispanic and around 89% live in poverty. The
proposed improvements will primarily serve students traveling to/from Fontana
Middle School as demonstrated in Exhibit D. Per the “2023/24 SARC”, there were
1119 students and 92.30% were socioeconomically disadvantaged, 12.00% with
disabilities and 1.50% homeless, 92% Hispanic, 3.50% Black, 2.90% White, 0.20%
Asian, 0.40% Filipino, 0.20% Native Hawaiian or Pacific Islander and 0.50%
mixed races.

14.A. Describe how the project will improve student, cyclists, and/or pedestrian
safety. (5 points)
The City has received requests from residents urging the closure of the
sidewalk gaps since the completion of the ATP Project along Locust Avenue.
There are no sidewalks north or south of the street. Residents are expressing
concerns that the missing sidewalks prevent students, or those with mobility
challenges, from walking to/from school. As a result, pedestrians must divert to
walking in the street. Despite the low-speed signs, this can potentially cause an
accident. Closing the sidewalk gaps at the proposed project location will
provide a designated path of travel for students and residents and can
minimize the potential for future pedestrian collisions. From the “TIMS -
Transportation Injury Mapping System”, a 5-year (2020-2024) collision data
report was retrieved (Exhibit G). The exhibit shows a few pedestrian collisions
surrounding the proposed project areas. The availability of accessible sidewalk
pathways all around the area could possibly be why there are very few
accidents.

15. Explain the multimodal or transit system connectivity provided by this project.

The proposed project will provide a continuous and accessible connection to
Omnitrans through sidewalks from multiple directions (Exhibit D, E). The bus
stops and sidewalks will provide a connectivity to Fontana Metrolink Station
beyond a ¼ mile radius. The project will also connect to the Pacific Electric Trail.
This trail travels through the cities of Rialto, Fontana, Rancho Cucamonga,
Upland and Montclair, and connects to the Cucamonga Creek Trail, Deer Creek
Bike Path and San Sevaine Trail.

17. Describe project readiness. (5 points)
The proposed project is in preliminary design phase. Exhibit I provides a
schedule to complete the project. A Notice of Exemption will be filed for CEQA
and a WQMP is not warranted. Residents have reached out to the city
regarding sidewalk gaps within the project area and the City has prioritized
their concerns. The City also recognizing SBCTA Planning Portal, SB County ATP
Regional SRTS Plan Phase II & SBCTA’S CATP as Fontana Middle School is
County Ranked #1 (Exhibit B1 & F).
18. Has the agency delivered past projects on schedule as originally scoped? (5
points)
The City of Fontana has been successful in the delivery of past TDA grants
received. TDA grants received in 2021 were completed within a year before the
deadline. TDA grants received in 2023 are scheduled to finish within a year
before the deadline. The City has assembled a project team of highly qualified
Project Managers that can manage, facilitate, and deliver a successful project.
The same process and method will be used for this project.
19. What provisions does the agency have in place to ensure the facility will be
properly maintained? (5 points)
The City of Fontana’s Public Works Department is responsible for the
maintenance of the City’s streets and sidewalks. The City also monitors the
City’s “Fontana 311” online application increasing response times to concerns
and requests.
