Clear Project Scope of Work Installs a hybrid beacon at the intersection of Base Line Road and the Deer Creek Trail, a separated bike/ pedestrian path. The project also includes modifying the existing median refuge island, and curb ramps on either side of Baseline to enhance bicycle and pedestrian crossing safety. This connection will create an 1.6 mile segment with continuous trail or crossing facilities. 7. Which type of project is being proposed? Bicycle Improvement, Pedestrian Improvement 8. (5 points) Schools: Dona Merced Elementary, Victoria Groves Elementary, Ruth Musser Middle, Coyote Canyon Elementary Parks: Victoria Groves Park, Central Park, Coyote Canyon Park, Spruce Ave Park, West Greenway Park, Lewis Park, Church Street Park, the Bark and Central Park Shopping Centers: Terra Vista Town Center, Town Center Square, Central Park Plaza, Terra Vista Village A note that the City’s Central Park facilities are a hub of City events including Senior Center programming and after school and summer programming for children. 11.B. Upload a map showing destinations served. 12. Provide data to support future use of the proposed project. (5 points) This project will serve an estimated 4,000–6,000 residents within a ½-mile radius, including denser residential neighborhoods with multi-family housing. The area lies in ZIP code 91730, which has a population that is 47% Hispanic, 30% White, 11% Asian, and 7% Black, with nearly 33% of households including children under 18. (Census, 2023; American Community Survey) This crossing is one of the few trail access points across a high-speed arterial and is a vital connection for students, families, and seniors walking or biking in the area. 13. Describe how the project will improve student, cyclists, and/or pedestrian safety. (5 points) The Baseline Rd and Deer Creek Crossing is a critical connection in the City’s bike network. Making the crossing safe and direct will vastly increase the utility of the Deer Creek Trail, which dead ends north of Baseline Rd despite the path continuing to its south. With a curb ramp, median refuge, and a HAWK beacon to control vehicular traffic, these improvements will promote the use of the existing separated bike path that runs along Deer Creek and serve a high number of parks, schools, shopping centers, and trails in its vicinity. With 4 schools and many parks, students in particular will be well served and protected. Not surprisingly, there were 3 collisions involving cyclists within a ¼ mile radius of the crossing from the latest 5-year period. With a simplified crossing, cyclists and pedestrians alike will not be forced into risky behavior to cross the busy arterial. See Attachment A 14.B. Explain the multimodal or transit system connectivity provided by this project. (5 points) Enhances multimodal connectivity by connecting the Deer Creek Trail to the heavily used Pacific Electric Trail. Although the Deer Creek Trail currently continues south beyond Base Line, this crossing is difficult to navigate. The project will also connect cyclists and pedestrians to the West Greenway, a bike path that connects 3 schools and several parks. The crossing also allows for cyclists to access the bus stops on the south side of Baseline and on Haven Ave (21 total in project area). 16. Attach other supporting documentation in a single .pdf. (5 points) This project was identified in Connect RC, the City’s active transportation plan, which stemmed from extensive community engagement efforts to understand existing gaps in the pedestrian and bicycle network. In addition, the City’s Bicycle Advisory Committee indicated that this is a priority projectl. A preliminary construction cost estimate has been developed in support of this grant application. 18. Has the agency delivered past projects on schedule as originally scoped? (5 points) The City has successfully delivered projects, including the Haven Ave Sidewalk Project (TDA funded). A minor scope amendment was required but it was completed on time and on budget. Day Creek Trail required an extension due to delays in design and staff turnover. The Cucamonga Creek Trail was cancelled because of increased project costs. What provisions does the agency have in place to ensure the facility will be properly maintained? (5 points) The City maintains several protected bike lanes, in addition to its bike path network, through Public Works staff and on-call maintenance contractors. The City will continue to use those resources in order to maintain a high quality service of the new facilities.
