Clear Project Scope of Work Restripe the existing buffered bike lane along Foothill Blvd from Baker Ave to Haven Ave, which is severely faded and install vertical barriers to meet current City standards and provide a more comfortable bicycling experience. 7. (5 points) The restriping project will serve around 6,000–8,000 residents within a half-mile radius, including multiple residential neighborhoods (including dense multi family housing), commercial centers, and nearby schools. This corridor lies within ZIP code 91730, which is home to a diverse population that is approximately 47% Hispanic, 30% White, 11% Asian, and 7% Black, with over 30% of households including children under 18. (American Community Survey 2023 Census) Enhancing bike infrastructure along this high-traffic arterial will provide safer active transportation options for a wide range of users, support first/last-mile transit access, and close a key east-west gap in the city’s bikeway network. 13. Describe how the project will improve student, cyclists, and/or pedestrian safety. (5 points) Foothill Boulevard is the City’s “Main Street” the Historic Route 66, and serves as a major East/ West bike corridor. It has had a buffered bike lane for the last few years, but due to heavy use, the lanes are nearly invisible leading to vehicles traveling in the bike lane at times. The addition of the barriers to meet current City standards will enhance bicycle comfort along this high speed corridor, which has a 50 mph speed limit. With many schools, businesses, and parks along its route, restriping is a priority for the safety of the bicyclists, but also for pedestrians, who benefit from the traffic calming effects. With 9 schools along the corridor, students and their families will benefit greatly from a safer Foothill Boulevard. The collision data speaks to the need for improved bike facilities. In See Attachment A the latest five-year period, there have been 9 bicycle crashes, including a fatal collision. 14.B. Explain the multimodal or transit system connectivity provided by this project. (5 points) This project is key for multimodal connectivity in the City. As a major thoroughfare, the lane connects with 3 of the City’s prominent bike path trailheads; the Cucamonga Creek Trail, the Pacific Electric Trail, and the Deer Creek Trail. It follows the City’s major transit stops as well, and is adjacent to over 80 Omni-Trans stops, serving the 66, 81, 85, and 87 routes. 16. Attach other supporting documentation in a single .pdf. (5 points) Sectoin C: Project Schedule/Readiness (15 points total) 17. Describe project readiness. (5 points) PlanRC, the City’s General Plan, calls for Foothill Blvd to serve as an east/west link for nonmotorized users, driving the need for this project. The City also completed the West Foothill Complete Street Project, providing a Class IV bike lane from Grove to Baker Ave. The City is also in the early design stages for the City Center Blvds Project, where Foothill Blvd east of Haven Ave will include complete street elements such as enhanced transit and bike lanes. 18. Has the agency delivered past projects on schedule as originally scoped? (5 points) The City has successfully delivered projects, including the Haven Ave Sidewalk Project (TDA funded). A minor scope amendment was required but it was completed on time and on budget. Day Creek Trail required an extension due to delays in design and staff turnover. Because this project will be done as a See Attachment B See Attachment C maintenance contract, the City will use an on-call striping contractor to ensure timely delivery of the project and adhere to the project schedule. 19. What provisions does the agency have in place to ensure the facility will be properly maintained? (5 points) The City maintains several protected bike lanes, in addition to its bike path network, through Public Works staff and on-call maintenance contractors. The City will continue to use those resources in order to maintain a high quality service of the new facilities.
