Clear Project Scope of Work Remove a vehicle lane in both directions along Hermosa Ave from Banyan Ave to Foothill Blvd and install protected, Class IV bike lanes. Fill in 210 feet of sidewalk gap on the west side of Hermosa to provide continuous pedestrian access. Improve comfort and safety for pedestrians by installing crossing enhancements at unprotected crossings at Mignonette St and Monte Vista St. 7. Which type of project is being proposed? The proposed project will add a protected bike lane from Banyan Ave to Foothill Blvd. It includes filling a sidewalk gap from Norwick to Hemlock, and crossing improvements at Mignonette St and Monte Vista St.. Upload a map showing destinations served. 12. Provide data to support future use of the proposed project. (5 points) The project has an estimated 2,500–4,000 residents in a half mile of its vicinity. This segment runs through a somewhat suburban corridor characterized by single-family homes, schools, and parks, offering key local access for students and commuters. ZIP code 91737, which includes this corridor, has a population that is 57% White, 26% Hispanic, 10% Asian, and 4% Black, with 28% of households including children under 18 (Census, 2023; American Community Survey). Multi-family housing continues to be built on the corridor, as the City’s zoning changes towards more of an urban future. Adding bike infrastructure here would enhance access and safety for a diverse and family-oriented population, many of whom are within biking distance of local schools, shops, and transit. 13. Describe how the project will improve student, cyclists, and/or pedestrian safety. (5 points) The Hermosa Complete Streets project will allow for a safe and comfortable bicycle and pedestrian experience along a key north/south corridor in the City. There are no current protected facilities running north/ south, and Hermosa’s central location will make it a preferred route for cyclists, who can enjoy the wide protected lane. The lane reduction and installation of refuge islands will promote slower speeds on the street and improve pedestrian comfort at key See Attachment A crossing locations that are currently uncontrolled. With 9 schools along the route, plus Chaffey Community College, the project will have a substantial impact on student safety. Not only for the students cycling to and from school, but also for students and families walking along Hermosa Ave to popular destinations such as Hermosa Park. The collision data speaks to the need for improved bike and pedestrian facilities. In the latest five-year period, a pedestrian was hit, and there have been 7 bicycle crashes. 14.B. Explain the multimodal or transit system connectivity provided by this project. (5 points) The new Hermosa Ave Bike Lane would be adjacent to the City’s major transit corridors along Foothill Blvd, Archibald Ave, and Haven Ave. It will provide an enhanced connection to 72 bus stops along four Omni-Trans bus routes. The project also connects with two trailheads for the City’s network of separated bike paths, including the Deer Creek Trail and the Pacific Electric Trail, which is the main east/west connection for nonmotorized users within the City. 16. (5 points) This project was identified in Connect RC, the City’s active transportation plan, which stemmed from extensive community engagement efforts to understand existing gaps in the pedestrian and bicycle network. The need for the project was also identified as part of the Hermosa Avenue Crossing Study, completed in 2022, which came in response to community requests. A detailed project cost estimate and preliminary project plans have been prepared for the project. See Attachment B See Attachment C 18. Has the agency delivered past projects on schedule as originally scoped? (5 points) The City has successfully delivered projects, including the Haven Ave Sidewalk Project (TDA funded). A minor scope amendment was required but it was completed on time and on budget. Day Creek Trail required an extension due to delays in design and staff turnover. The Cucamonga Creek Trail was cancelled because of increased project costs. To ensure timely delivery of future projects, a detailed cost estimates was developed as part of this application, and schedules will be closely monitored. 19. What provisions does the agency have in place to ensure the facility will be properly maintained? (5 points) The City maintains several protected bike lanes, in addition to its bike path network, through Public Works staff and on-call maintenance contractors. The City will continue to use those resources in order to maintain a high quality service of the new facilities.
