Clear Project Scope of Work The City of Victorville proposes to construct approximately 2,815 feet of new sidewalk and ADA upgrades at Eagle Ranch Parkway, Meadow Grove Drive, and Amethyst Road. ADA upgrades include 20 reconstructed residential driveway approaches and 2 new ADA-compliant curb ramps, improving safety, accessibility, and connectivity in underserved residential areas. 7. List the destinations served. (5 points) The project will serve multiple key destinations within ¼ mile of the proposed sidewalks along Eagle Ranch Parkway, Meadow Grove Drive, and Amethyst Road. These include Green Tree East Elementary School, Liberty Primary Elementary School and Intermediate School, and Bear Valley Unified School District offices. The project also improves pedestrian access to public transit stops along Bear Valley Road (VVTA Routes 20 and 52), Liberty Park, a church and surrounding residential neighborhoods. It enhances walkable access to ultimate retail and commercial areas along Bear Valley Road, improving connectivity to schools, transit, recreation, and essential services. The project also links to existing sidewalks on Bear Valley Road, extending the pedestrian network. 11.B. Upload a map showing destinations served. 12. Provide data to support future use of the proposed project. (5 points) The proposed project will serve approximately 6,611 residents within ¼ mile (2020 Census), with population projected to reach 8,513 by 2035 (SCAG/DOF, 1.7% annual growth). The area includes primarily residential land use, with nearby schools, parks, and local commercial corridors along Bear Valley Road. Over 28% of residents are under 18, and over 40% of households earn below the county median income (SCAG 2024); 21% lack vehicle access (ACS 2022). Local schools serve over 2,000 students, including Green Tree and Liberty Elementary/Intermediate. The area has a Walk Score of 66 and access to VVTA Routes 20 & 52, enhancing first-/last-mile connectivity. These factors demonstrate strong potential for pedestrian use and community benefit. 13. Describe how the project will improve student, cyclists, and/or pedestrian safety. (5 points) The project will improve safety for students, cyclists, and pedestrians by constructing sidewalks along Eagle Ranch Parkway, Meadow Grove Drive, and Amethyst Road. These improvements will provide safe, designated space for non-motorized users and reduce conflicts with vehicles. A fatal collision on Amethyst underscores the urgent need for pedestrian infrastructure. Meadow Grove is the only access route to Green Tree Elementary School, where students currently walk along the roadway or dirt shoulders. On Eagle Ranch, new sidewalks will connect residential neighborhoods to Bear Valley Road, a See Attachment A major corridor with schools and public transit access. While collision data is limited for Meadow Grove and Eagle Ranch, the project takes a proactive approach to prevent future incidents and promotes safe, walkable, and accessible communities. 14.B. (5 points) The project enhances multimodal connectivity by filling sidewalk gaps along Eagle Ranch Parkway and Amethyst Road, which connect to Bear Valley Road— a major arterial served by VVTA routes 20 and 52. Improved pedestrian infrastructure enables safe, walkable access to transit stops, schools, parks, and commercial areas. These upgrades support first- and last-mile connections for students and transit-dependent residents, improving access to the broader transit network. 16. (5 points) Due to the requests of the local residents at these locations expressing safety concerns and accessibility issues to the schools and bus stops, the City placed them on a list of priority sidewalk projects to develop. Preliminary planning included developing a scope of work, field surveys, reviews of potential environmental impacts, and cost estimating. This work was done for the draft FY 2025/26 Budget submittal of potential capital improvement projects. See Attachment B See Attachment C 18. Has the agency delivered past projects on schedule as originally scoped? (5 points) Notable completed projects include the Old Town Sidewalk Connectivity, Seventh Avenue and Arrowhead Drive Sidewalk Project, Mojave Riverwalk Multi- Use Bicycle Facility, and Bear Valley Road Bike Path. Recent projects include Old Town Phase 2 and Village Drive Sidewalk Improvements. For the proposed TDA Article 3 project, the City will use proven strategies to ensure on-time, on- budget delivery that meets ADA and Caltrans standards. 19. What provisions does the agency have in place to ensure the facility will be properly maintained? (5 points) The City’s Public Works Department maintains transportation infrastructure through inspections, repairs, sweeping, re-striping, signage upkeep, weed abatement, and trash cleanup. New facilities will be added to existing schedules to remain safe, clean, and functional.
