To close connectivity gaps on 3rd Ave between Nisqualli Rd and Field St, the
project includes 1,250 feet of road widening for bike lanes, new curbs, gutters,
sidewalks, ADA ramps at Sitting Bull and Comanche Streets, and driveway
retrofits. It also adds high-visibility crosswalks, signage, and restriping for Class
II/III bike lanes from Bear Valley Rd to Nisqualli Rd.

Victorville budgeted FY 2025/26 funds to reconstruct 3rd Ave from Nisqualli Rd
to Field St. This segment lacks active transportation features. The City seeks
grant funding to expand improvements along the full mile from Bear Valley Rd
to Nisqualli Rd to enhance safety and connectivity.

The project will serve a diverse population within a ¼-mile and 1-mile radius,
connecting residential, educational, healthcare, and employment destinations.
Within ¼ mile, it enhances access to Mojave Vista Elementary School, Desert
Valley Hospital, and VVTA bus stops along Bear Valley Road. Within 1 mile, it
links to Victor Valley Town Center, Hesperia Road’s commercial zone, and job
centers on Silica Road. It also serves high-density housing areas along Appian
Way and Highgate Avenue, improving safety and mobility for families and low-
income households. Additional destinations include schools, clinics, and places
of worship accessed via Tokay Street, Arrowhead Drive, and Nisqualli Road. The
corridor’s improvements support equity, safety, and active transportation.

The proposed sidewalk improvements along Third Avenue, from Bear Valley
Road to Nisqualli Road, will primarily serve residential neighborhoods while
supporting planned commercial development. The corridor currently features
residential land uses, with parcels along Bear Valley Road and Hesperia Road
designated for future commercial use. Though undeveloped now, these parcels
are expected to build out as the area grows. U.S. Census data project the
project will serve about 14,894 residents by 2030. The sidewalk extension will
provide a safe, accessible path for pedestrians—including schoolchildren,
seniors, and transit users—and improve connectivity to future commercial
sites, transit stops, and other community resources. This project supports the
Transportation Development Act goals by promoting active transportation,
increasing walkability, and enhancing non-motorized access in this rapidly
growing area of the City.

safety. (5 points)
The 3rd Avenue Bicycle and Pedestrian Accessibility Enhancement Project will
improve safety and access for non-motorized users—especially students and
families—by adding Class II/III bike lanes, ADA-compliant curb ramps, and

sidewalk infill where feasible. The corridor lacks consistent pedestrian
infrastructure, forcing users onto unpaved dirt shoulders. Before completion of
the connection to Bear Valley Rd in 2024 by a private development, a dirt
segment of 3rd Ave between Bear Valley Rd and Mayapan Ln was barricaded,
limiting traffic and collisions. Since opening to through traffic, volumes have
increased, highlighting the need for safe walking and biking infrastructure.
Proposed enhancements include high-visibility crosswalks, ADA driveway
retrofits, and signage to create safer, accessible routes and proactively address
emerging safety concerns.

The project enhances multimodal connectivity by linking Bear Valley and
Nisqualli Roads, both served by Victor Valley Transit. It improves access to
Routes 49, 50, and 53, serving key destinations like schools, hospitals, and job
centers. New bike lanes, ADA sidewalks, and safer crossings support walking,
biking, and transit use—creating a vital north-south corridor for non-motorized
travel and improving access for all users.

The City’s Development Engineering team worked with a project completing the
missing Third Ave segment between Bear Valley Rd and Nisqualli Rd. A 2024
traffic signal installation increased traffic, accelerating pavement deterioration
between Nisqualli Rd and Field St. The City budgeted FY 25/26 funds to
reconstruct this segment and plans to widen the road for bike lanes, curbs,
gutters, and sidewalks. Improvement plan preparation is underway.

The City has a strong record of delivering infrastructure projects on time and
within scope. Notable completed projects include the 2019 Old Town Sidewalk
Connectivity Phase 1 and the Mojave Riverwalk Bicycle Facility. Ongoing
projects include the 2021 Old Town Sidewalk Connectivity Phase 2 and the 2023
Village Drive Sidewalk Improvements. For the proposed TDA Article 3 project,
the City will use proven management strategies, clear milestones, and rigorous
inspections to ensure success.
19. What provisions does the agency have in place to ensure the facility will be
properly maintained? (5 points)
The City’s Public Works Department performs routine maintenance like street
sweeping, sidewalk and curb repairs, pavement striping, signage upkeep, weed
control, and trash cleanup. New facilities will be added to existing schedules
and budgets to keep them safe, clean, and functional for all users.
