Clear Project Scope of Work Construct pedestrian and bicycle safety upgrades on 5th Street north of the Avenue E intersection, including new/upgraded sidewalks, ADA curb ramps and signage to close infrastructure gaps and improve safe access to nearby destinations and transit. 7. (5 points) The 5th Street and Avenue E Intersection Improvements Project is located within a designated pedestrian improvement corridor in SBCTA’s CATP and identified in the Points of Interest Pedestrian Plan as a high-priority project for Yucaipa, ranking #2 among all pedestrian projects in the city. This location is recognized for its critical role in improving pedestrian safety, closing sidewalk gaps, and enhancing connectivity to key destinations and transit. The planned improvements advance the CATP’s recommendations for this corridor and are supported by documented safety concerns and strong local need. 11.B. Upload a map showing destinations served. 12. Provide data to support future use of the proposed project. (5 points) The project is located within a densely populated portion of central Yucaipa, serving residential neighborhoods, schools, and neighborhood commercial uses. Within a ¼-mile radius of the intersection, there are about 2,100 residents, including a significant proportion of seniors & households with limited access to a vehicle (Census ACS 2018–2022). The corridor serves as a primary walking route to public transit, neighborhood shopping, & community services. Improvements will benefit a wide range of users—students walking to nearby schools, seniors traveling to medical/shopping destinations, & residents accessing Omnitrans Route 19. Given the area’s pedestrian activity, documented crash history, & direct link to transit and essential services, demand for safe, accessible, & continuous facilities is high. The upgraded intersection encourages increased walking/biking trips by removing safety & connectivity barriers, supporting both local mobility and regional active transportation goals. 13. Describe how the project will improve student, cyclists, and/or pedestrian safety. (5 points) Over the most recent five years (2020–2024), the intersection of 5th Street and Avenue E has experienced at least four documented injury collisions, resulting in eight total injuries. These include three broadside collisions and one rear-end collision, indicating visibility, driver awareness, and traffic control challenges. While none of the recorded incidents directly involved pedestrians or bicyclists, the crash history demonstrates an elevated risk for vulnerable road users attempting to navigate the intersection. The 5th Street and Avenue E See Attachment A Intersection Improvements Project will mitigate these safety concerns by installing ADA-compliant curb ramps, upgraded sidewalks and signage. These improvements will enhance sightlines and provide clearly defined, accessible pedestrian and bicycle routes, substantially reducing conflict potential and improving safety for all modes of travel. 14.B. Upload 5-years' worth of the most recent collision data available from the UC Berkeley's Transportation Injury Mapping System. 15. Explain the multimodal or transit system connectivity provided by this project. (5 points) The project will improve 1st and last-mile connections to Omnitrans Route 19, which operates along Ave E with stops within approximately 400 ft of the intersection. By providing continuous, ADA-compliant sidewalks & safe crossing points, the improvements will remove barriers for residents walking/biking to transit. The upgrades will also enhance access to regional destinations via the transit network, benefiting seniors, students, & residents who rely on non- driving travel options. 16. (5 points) The proposed project is shovel-ready. Engineering design & environmental clearance are complete, and Yucaipa has prepared bid documents from a prior procurement effort. The project was prioritized through Yucaipa’s CIP & active transportation planning process, with strong community support for intersection safety upgrades. With no additional ROW acquisition required, the City can move immediately to construction upon award ensuring timely delivery & early realization of safety/mobility benefits. See Attachment B 18. Has the agency delivered past projects on schedule as originally scoped? (5 points) The City has successfully delivered multiple active transportation and infrastructure projects on schedule, including recent sidewalk gap closure and ADA curb ramp upgrades funded through Measure I. The same project management, procurement, and oversight processes will be used for this project to ensure timely delivery. 19. What provisions does the agency have in place to ensure the facility will be properly maintained? (5 points) The City of Yucaipa’s Public Works Department will maintain the facility as part of its ongoing infrastructure maintenance responsibilities.
