Clear Project Scope of Work The City of Fontana will install new sidewalks, ADA compliant curb ramps, and ADA compliant driveways that will close existing gaps along the south side of Upland Ave. as “suggested routes” for students attending Ted J. Porter Elementary School. 7. Which type of project is being proposed? Pedestrian Improvement, Safe Routes to School 8. Unless you are applying to create a Plan (in which case, skip to Question 10), the proposed project MUST be included in SBCTA's Countywide Active Transportation Plan (CATP). In early 2025, the City completed the ATP SRTS Pedestrian Improvements on Ramona, Alder, and Locust Avenue Project installing missing sidewalk, ADA ramps, high-visibility crosswalks, traffic signs, and Class II bikeways near 2 schools. The proposed project will complement the new improvements. Section B: Project Need & Purpose (30 points total) 11.A. List the destinations served. (5 points) The sidewalk proposed will make active transportation feasible, enhance safety and convenience for students and residents traveling to and from their respective schools (Exhibit D). As part of the SRTS Project, the proposed improvements will create designated pedestrian routes to Ted J. Porter Elem. that is County Ranked #5 and City Ranked #2 in SBCTA’S Priority list (Exhibit B1, B2, F). The proposed project is within a ¼ mile of a pedestrian facility connected to the Pacific Electric Trail (Exhibit B1&B2). Additionally, it will link to a contiguous bicycle path, providing access to Fernandez Park that is within a mile. The Fontana Superior Court of California is also within a mile of the proposed project, connected by a contiguous bicycle path on the Pacific Electric Trail. 11.B. Upload a map showing destinations served. 12. Provide data to support future use of the proposed project. (5 points) Per “Safe Routes Partnership”, we can assume an 18% increase of students walking to school with new infrastructure improvements. Ted J. Porter Elem. School had 629 students enrolled in the 24/25 School Year. The improvements will generate roughly 113 more users. Per “Census,2023”, the population increased from 6,982 to 6,945 in 2023. Per “CalEnviroScreen 4.0 Data”, this region has an average 68% CalEnviroScreen Percentile indicating that the census tract experiences a greater cumulative burden of pollution and vulnerabilities. This data shows that 75.33% are Hispanic and 73% live in poverty. The proposed project will benefit students traveling to/from Ted J. Porter Elem. School (Exhibit D). According to the “2023-24 SARC”, there were 661 students, with 88.70% socioeconomically disadvantaged, 11.50% having disabilities, and 1.10% being homeless, 89.90% Hispanic, 4.80% Black, 3.20% White, 0.90% Asian, 0.30% Filipino, and 0.90% mixed races. 13. Describe how the project will improve student, cyclists, and/or pedestrian safety. (5 points) The City has received requests from residents urging the closure of the sidewalk gaps since the completion of the ATP Project along Locust Avenue. See Attachment A There are no sidewalks north or south of the street. Residents expressed concerns that the missing sidewalks prevent students, or those with mobility challenges, from walking to/from school. As a result, pedestrians must divert to walking in the street. Despite the low-speed signs, this can potentially cause an accident. Closing the sidewalk gaps at the proposed project location will provide a designated path of travel for students and residents and can minimize the potential for future pedestrian collisions. From the “TIMS- Transportation Injury Mapping System”, a 5-year (2020-2024) collision data report was retrieved (Exhibit I). The exhibit shows a few pedestrian collisions surrounding the proposed project areas. The availability of accessible sidewalk pathways all around the area could possibility be why there are very few accidents. 14.B. Upload 5-years' worth of the most recent collision data available from the UC Berkeley's Transportation Injury Mapping System. 15. Explain the multimodal or transit system connectivity provided by this project. (5 points) The proposed project will provide a continuous and accessible connection to OMNI Transit through sidewalks and bicycle lanes. Pedestrians will be able to reach two different bus routes (312 & 14) from multiple directions, (Exhibit E). The proposed project will connect to the Pacific Electric Trail. This trail travels through the cities of Rialto, Fontana, Rancho Cucamonga, Upland and Montclair, and connects to the Cucamonga Creek Trail, Deer Creek Bike Path, and San Sevaine Trail. 16. (5 points) The proposed project is in preliminary design phase. Exhibit K provides a schedule to complete the project. A Notice of Exemption will be filed for CEQA See Attachment B See Attachment C and a WQMP is not warranted. Residents have reached out to the city regarding sidewalk gaps within the project area and the City has prioritized their concerns. The City of Fontana is also recognizing SBCTA Planning Portal, SB County ATP – Regional SRTS Plan Phase II & SBCTA’S CATP (2025) (Exhibit B1, F, H1 & H2). 18. Has the agency delivered past projects on schedule as originally scoped? (5 points) The City of Fontana has been successful in the delivery of past TDA grants received. TDA grants received in 2021 were completed within a year before the deadline. TDA grants received in 2023 are scheduled to finish within a year before the deadline. The City has assembled a project team of highly qualified Project Managers that can manage, facilitate, and deliver a successful project. The same process and method will be used for this project. 19. What provisions does the agency have in place to ensure the facility will be properly maintained? (5 points) City of Fontana’s Public Works Department is responsible for the maintenance of the City’s streets and sidewalks. The City also monitors the City’s “Fontana 311” online application and may quickly increasing response times to concerns and requests. How to use this map: Omnitrans Route 312: Pedestrians will have a full paved sidewalk connection walking southbound on Locust Ave., within about 0.27 mile, to the bus stop located at Arrow Blvd. and Locust Ave. Bicyclists will also have a designated bike path to this bus stop in the same direction. Route 312 travels through the cities of San Bernardino, Rialto and Fontana. This bus stop has one Transit/Transfer Center at Fontana Metrolink Transit Station. It also has eleven transfer points: Fontana Metrolink Transit Station, Omnitrans Route 82, Omni Route 14 and Omni Route 10, Omni Route 22, Omni Route 3 and Omni Route 4, Omni Route 2, Omni Route 6, sbX, Sunline, and VVTA. It has several points of interests which include San Bernardino County Court Building, Amazon (a major employer), Renaissance Marketplace, and Cal State University San Bernardino Omnitrans Route 14: There is a designated bike path of connectivity, within a mile, and a fully paved sidewalk connection, within a quarter mile,walking northbound on Locust Ave. to the bus stop located on Foothill Blvd. and Locust Ave. Route 14 travels through the cities of San Bernardino, Rialto and Fontana. It has two (2) different Transit/Transfer Centers: Fontana Metrolink Transit Center and San Bernardino Transit Center.
