The City of Fontana will install new sidewalks, ADA curb ramps and ADA
driveways that will close existing gaps along the north side of Filbert St. and the
east side of Lemon St. as “suggested routes” for students attending at least 3
different schools, Randall Pepper (O’Day Short) Elem., Citrus Elem. and Fontana
High School. Randall Pepper is now O’Day Short Elementary as of Aug. 5, 2025.

In early 2025, the City completed the ATP Fontana SRTS Gap Closure Project
that installed missing sidewalk, ADA curb ramps, high-visibility crosswalks,
lighting and Class II & III bikeways near four public schools. The proposed
project will complement the newly installed improvements.
Section B: Project Need & Purpose (30 points total)
11.A. List the destinations served. (5 points)
The sidewalk proposed will make active transportation feasible, enhance safety
and convenience for students and residents traveling to and from their
respective schools (Exhibit D). Schools. As a SRTS Project, the proposed project
will create designated pedestrian routes to at least 2 schools, Randall Pepper
Elem. School and Fontana High School. Randall Pepper Elem. is County ranked
#7 and City Ranked #3 and Fontana High is County Ranked #39 and City Ranked
#9 in the priority list (Exhibit B1, B2, F). Parks. As shown on Exhibit B1, B2, G &
H, the project location is within SBCTA’S POI Pedestrian Plan which includes the
Jack Bulik Park as County Ranked #73 and City Ranked #4. Government
Properties. Fontana Unified School District (USD) Office, Fontana USD Facilities,
Maintenance & Operations and Transportation Site, and Fontana Unified School
Police Department are all within a mile radius adjacent to a continuous bicycle
path from the proposed project (Exhibit B2, D).

12. Provide data to support future use of the proposed project. (5 points)
Per “(Safe Routes Partnership)”, we can assume that an increase of an average
of 18% of school aged children will walk to school with new infrastructure
improvements. This will generate roughly 538 more users. Per “Census,2023”,
the population increased from 6,021 to 6,123 in 2023. Per “CalEnviroScreen
Data”, this area has an 80% CalEnviroScreen Percentile indicating the census
tract experiences a greater burden of pollution and vulnerabilities. Per “Randall
Pepper Elem. 2023-24 SARC”, there were 480 students and 93.50% were
socioeconomically disadvantaged, 16% with disabilities & 1.70% homeless,
94.40% Hispanic, 3.30% Black, 1.90% White, and 0.40% mix race. Per “Fontana
High 2023-24 SARC”, there were 2,455 students and 95.30% of were
socioeconomically disadvantaged, 12.70% with disabilities and 0.50% homeless,
95.20% Hispanic, 1.80% Black, 1.70% White, 0.60% Asian, 0.20 Filipino, 0.10%
Native Hawaiian or Pacific Islander and 0.40% mix race.

14.A. Describe how the project will improve student, cyclists, and/or pedestrian
safety. (5 points)
The City has received repeated emails from residents urging the closure of the
sidewalk gaps within the proposed project area. They expressed concerns that
the absence of sidewalks prevents students, or those with mobility challenges,
from safely walking to and from the schools. Due to the sidewalk gap,
pedestrians must walk in the street or cross the street to get to the existing
sidewalk. To minimize the potential for future pedestrian collisions, closing the
sidewalk gaps at the proposed project locations will provide a designated path
of travel for students and residents rather than sharing the roadway with
vehicular traffic. From the “TIMS - Transportation Injury Mapping System”, a 5-
year (2020-2024) collision data (Exhibit I) report was retrieved. The exhibit
shows a few pedestrian collisions surrounding the proposed project areas. The
availability of accessible sidewalk pathways around schools and parks could
possibility be why there are very few accidents.

The proposed project will provide a continuous and accessible connection to
OMNI Transit services through sidewalks and bicycle lanes. Pedestrians will be
able to reach two different bus routes from multiple directions (Exhibit D&E).
Omnitrans Rte 82: travels through the Cities of Rancho Cucamonga, Ontario &
Fontana. Omnitrans Rte 61: travels through the Cities of Fontana, Ontario &
Pomona. Transit/Transfer Centers (TC): Pomona TC, Ontario Mills Mall, South
Fontana TC & Fontana Metrolink TC

17. Describe project readiness. (5 points)
The proposed project is in preliminary design phase. Exhibit K provides a
schedule to complete the project. A Notice of Exemption will be filed for CEQA
and a WQMP is not warranted. Residents have reached out to the city regarding
sidewalk gaps within the project area and the City has prioritized their
concerns. Moreover, the proposed project will close all the missing sidewalk
gaps within a 1/4 mile radius of the indicated and recognized SBCTA Portal
(SRTS) & SBCTA CATP (2025) (Exhibit B1&F).
18. Has the agency delivered past projects on schedule as originally scoped? (5
points)
The City of Fontana has been successful in the delivery of past TDA grants
received. TDA grants received in 2021 were completed within a year before the
deadline. TDA grants received in 2023 are scheduled to finish within a year
before the deadline. The City has assembled a project team of highly qualified
Project Managers that can manage, facilitate, and deliver a successful project.
The same process and method will be used for this project.
19. What provisions does the agency have in place to ensure the facility will be
properly maintained? (5 points)
City of Fontana’s Public Works Department is responsible for the maintenance
of the City’s streets and sidewalks. The City also monitors the City’s “Fontana
311” online application increasing response times to concerns and requests.

Omnitrans Route 82:
At the Lemon St. project location, pedestrians will have a full paved sidewalk connection walking westbound, within a
quarter mile, to the bus stop located at Citrus Ave. and Randall Ave. For the Filbert St. project location, pedestrians will
have a designated bike path to this bus stop. They will be able to travel westbound on Filbert St. towards northbound
Cypress Ave. onto Randall Ave. going westbound to reach Citrus Ave. It also has eight (8) transfer points: Day Creek
Route 66, Rancho Cucamonga Route 85, Rancho Cucamonga Metrolink, Ontario Mills Mall, Fontana Metrolink Transit
Station, Omnitrans Route 312, Omnitrans Route 14, and Omnitrans Route 10. It has several points of interests which
include Victoria Gardens, Toyota Arena, Social Security Administration, Amazon, and five (5) different schools.
Omnitrans Route 61:
At the project location at Lemon St., there is a designated bike path of connectivity, within a mile, to Route 61. Bicyclists will be able to bike westbound on Randall
Ave. and then head southbound on Citrus Ave. to arrive at the westbound bus stop located on Citrus Ave. and San Bernardino Ave. From this location, they can also
bike eastbound on Randall Ave. and then head southbound on Oleander Ave. to arrive at the bus stop on San Bernardino Ave. and Oleander Ave. At the Filbert St.
project location, bicyclists will have another designated bike path connection to this bus route. Heading westbound on Filbert St. and then head southbound on
Cypress Ave. to arrive at the San Bernardino Ave. and Cypress Ave. It has four (4) different. It also has 11 different points of interest: Indian Hill Mall, Ontario Civic
Center, Department of Human Services, Ontario Convention Center, Ontario International Airport, Toyota Arena, Ontario Mills Mall, Kaiser Hospital, W.V. Detention
Center, and Fontana High School. This route also includes nine (9) different Transfer Points to routes 88, 85, 84, 83, 87, 380, 81, 82 and 19.
