(5 points) Joshua Tree Elementary serves 276 students (Niche, 2023–24), with a 50/50 gender split. Demographics: 46% White, 39.5% Hispanic, 5.8% Black, 4.7% multiracial, 1.8% Native American, 1.1% Asian. About 78% are economically disadvantaged; 71.4% qualify for free lunch (Neighborhoodscout, 2024). The community population is 6,489 (2020 Census), with an estimated 6,751 in 2022. Children under 18 make up 18.6% (approx. 1,200). Median household income is $64,000; per capita income is $33,500, with 22.6% below the poverty line (ACS 2023). The project area includes 276 families and many children who walk or bike to school. Improvements will enhance safety and access for low-income, diverse households, supporting equity and reducing car dependence. 13. Describe how the project will improve student, cyclists, and/or pedestrian safety. (5 points) The proposed traffic-calming project will improve safety for students, pedestrians, and cyclists by reducing vehicle speeds and enhancing visibility along routes to Joshua Tree Elementary. Improvements include high-visibility crosswalks, flashing beacons, signage, and sidewalks that connect the school to nearby destinations. These upgrades will remove barriers to safe travel and encourage walking and biking. While no collisions have been reported at the school site, a SWITRS query (2019–2024) shows 304 pedestrian-related collisions in the San Bernardino area. FARS data (2015–2019) further supports the need for safe crossings, with 2,016 mid-block fatalities occurring where no crosswalk was present, compared to 294 where one existed. “Improper crossing” accounted for 21.3% of mid-block crashes. These findings highlight the importance of proactive safety measures in school zones and underserved communities. 14.B. Upload 5-years' worth of the most recent collision data available from the UC Berkeley's Transportation Injury Mapping System. 15. Explain the multimodal or transit system connectivity provided by this project. (5 points) The project improves access to key destinations near Joshua Tree Elementary, including High Desert Medical Center (3 mi), Copper Mountain College (5.4 mi), and the Joshua Tree Courthouse (2.7 mi). It also connects to Morongo Basin Transit stops (1.78 mi), enhancing mobility for students, families, and residents who rely on walking, biking, or transit. See Attachment A 16. DPW prioritizes pedestrian safety and road improvements with input from MAC members, Supervisor staff, engineers, and yard supervisors. TDA funding will enhance pedestrian access near Joshua Tree Elementary, improving connections to businesses, medical centers, and transit stops. 18. Has the agency delivered past projects on schedule as originally scoped? (5 points) We received funding for 2 projects in the 2008 Call-for-Projects, for the installation of transit stops. One project was for the Victor Valley Transit Authority (VVTA). In the 2011 Call for Projects, we received $63,000 for the design of the Orange Blossom Trail Class I Bike Path in Mentone. The 65% design was accepted as a finished project. In 2016, the County received $128,700 to reconstruct the Class I bike path in Trona, meeting project timelines. 19. What provisions does the agency have in place to ensure the facility will be properly maintained? (5 points) San Bernardino County ensures long-term maintenance of bicycle and pedestrian facilities through: dedicated maintenance by the Department of Public Works; funding from General Fund, Gas Tax, and Measure I; preventive maintenance programs; reporting systems; and interdepartmental coordination.
