11.A. List the destinations served. (5 points)
The project (part of 2018 ATP) will provide safe bike travel for students and
employees of San Bernardino Valley College. The campus is located on the
northeast corner of Mt. Vernon Ave. and Grant Ave., which is the north
terminus of the project. The project will connect to the recently completed
Article 3 funded South La Cadena Bikelane Project. The project will also be
connected to Class I Colton Ave. Bikelane through Class II Bikelane along Valley
Blvd. and 9th St. The proposed project is approximately 1.5 miles but once
completed, it will create 3 miles of continuous Class II bikelane along La Cadena
Dr. from Mt. Vernon Ave to Santa Ana River Regional Trail. Other facilities that
will be served by the projects are Colton city hall, Colton Museum, Flemming
Park, Lofy Park, Veteran’s Park, Colton Library, Lincoln ES, Stater’s Brothers, and
several transit stops along North La Cadena Dr. and Valley Blvd.

On the result of the General Survey for the 2018 Colton ATP Plan, 26% of 159
respondents indicated that 26% uses bike as mode of transportation. On the
same survey, 60% indicated that they are very concerned about biking as mode
of transportation. On the survey for employees on the ATP, 13% walk or bike to
school daily. About 43% indicated that the main reason for not biking/walking
to work is lack of bike/pedestrian facilities. Providing this improvement will
encourage and support potential use of a bike as mode of transportation.

14.A. Describe how the project will improve student, cyclists, and/or pedestrian
safety. (5 points)
The project will provide continuous bikelane along La Cadena Drive from Mt.
Vernon Ave. to Santa Ana River Regional Trail. A buffer will be provided in those
areas where the right of way is available. Based on the 2018 ATP Plan, there are
48 collisions involving bicyclists and motor vehicles. Forty-six percents of these
accidents suffered visible injuries. In the most recent 5-year data (2020-2025)
from TIMS, there are37 bicycle accidents in the City of Colton. Two are fatal, 2
are severe injuries, 18 with visible injuries and 15 with complaints of pain.

The proposed project will connect to an existing Class II bikelane along Valley
Blvd. and 9th St. that connects to Colton Ave. Class I Bikelane. The project will
provide continuous bikelane from San Bernardino Valley College to Santa Ana
River Trail (approx. 3 miles of continuous bikelane). It will also serve several
transit stops along La Cadena Dr & Valley Blvd. Community engagement was
conducted in 2017 during the preparation of the ATP plan.

The project will be constructed along the existing streets and no right-of-way
acquisitions are needed. The project has community and City of Colton
leadership supports since the project is part of the 2018 City of Colton ATP Plan
adopted by the City Council in April 2018.
18. Has the agency delivered past projects on schedule as originally scoped? (5
points)
Yes, the City recently completed Article 3 funded Washington Street Class II
Bikelane Project and currently constructing Article 3 Funded South La Cadena
Bikelane Project that is estimated to be completed by August 31, 2025. City will
assign the same staff that delivered the last two Article 3 projects on time.
19. What provisions does the agency have in place to ensure the facility will be
properly maintained? (5 points)
Streets including bikelanes are maintained by City of Colton Public Works
Department/Street Division. Bud for this purpose are allocated annually.
