Clear Project Scope of Work Funding being requested is for the construction level design, survey, and environmental clearance needed for future construction of a separated crossing of SR-18 via Rathbun Creek Trail. Currently the class I multi-use trail terminates at the SR-18 crossing to the south. A designated crossing of the highway will connect existing and proposed trail segments for pedestrian and cyclist use. 7. Which type of project is being proposed? Bicycle Improvement, Pedestrian Improvement 8. Unless you are applying to create a Plan (in which case, skip to Question 10), the proposed project MUST be included in SBCTA's Countywide Active Transportation Plan (CATP). Optional: Enter any comments you wish to add. The location for the project is at SR-18 between Catalina Road to the east and Fox Farm Drive to the west. The project is for crossing Big Bear Boulevard via either an underpass via the existing drainage channel or an overpass. Section B: Project Need & Purpose (30 points total) 11.A. List the destinations served. (5 points) The project will serve the local residential commuters in the City of Big Bear Lake as well as residents of the unincorporated San Bernardino County mountain communities including: Big Bear City, Baldwin Lake, Erwin Lake, Sugarloaf, and Fawnskin. The crossing will allow bicycle and pedestrian users of the trail from the east or west to safely cross Big Bear Blvd. and access a major shopping center, elementary school, middle school, and connect to the east side of Big Bear Valley via the Alpine Pedal Path and Stanfield Marsh Boardwalks and SMORE trails. There are up to 100,000 visitors per weekend from various metropolitan areas that includes all of southern California, Las Vegas, and Arizona communities. 11.B. Upload a map showing destinations served. 12. Provide data to support future use of the proposed project. (5 points) The City of Big Bear Lake has approximately 5,000 full-time residents, and the unincorporated areas of the Big Bear Valley have a full-time population of 12,000. Both populations will be served by providing a non-motorized connection from residential neighborhoods to the commerce areas and Mountain Transit stops adjacent to Big Bear Boulevard. Additionally, the Big Bear Middle School and North Shore Elementary Schools, with approximately 1,000 students enrolled during the 2023/2024 school year will be able to cross Big Bear Boulevard via the separated pathway. The population of the Big Bear Valley regularly reaches more than 100,000 on weekends with the arrival of tourists and second home owners from surrounding metropolitan areas. Past visitation data has shown that millions of visitors annually frequent multi-use trails such as the Stanfield Marsh Outdoor Recreation & Education Trail. 13. Describe how the project will improve student, cyclists, and/or pedestrian safety. (5 points) The project is critical to pedestrian and cyclist safety by providing a paved non- motorized method for crossing SR-18 which is a four lane divided roadway and serves as the primary arterial within City limits. The crossing will allow for the safe continuity between an existing and proposed section of Rathbun Creek Trail, a class I pedestrian and bicycle multi-use trail. According to the SWITRS See Attachment A database there have been 3 crashes adjacent to the project location between Fox Farm Road and Catalina Road from 2020 to 2024. The project will facilitate non-motorized uses from the residential neighborhood of Big Bear Lake to the east, and allow access to transit stops, North Shore Elementary School, Big Bear Middle School, and several shopping centers located to the north, thereby reducing pedestrian and cyclist exposure to the heavily utilized Big Bear Boulevard highway. 14.B. Upload 5-years' worth of the most recent collision data available from the UC Berkeley's Transportation Injury Mapping System. 15. Explain the multimodal or transit system connectivity provided by this project. (5 points) Providing a non-motorized method for crossing SR-18 is crucial to the development of the Rathbun Creek (class I multi-use) Trail. The crossing will allow for users such as cyclists and pedestrians uninterrupted connection to essential facilities such as the Alpine Pedal Path and Stanfield Marsh Outdoor Recreation and Education multi-use trails, which ultimately provides for multi- modal transportation from the south and north shore of Big Bear Lake. 16. Attach other supporting documentation in a single .pdf. (5 points) Sectoin C: Project Schedule/Readiness (15 points total) 17. Describe project readiness. (5 points) The project is currently undergoing a feasibility analysis to determine the most cost effective and tangible method for crossing SR-18. This project is listed as a priority project within the Big Bear Valley Master Equestrian Pedestrian and Bicycle Plan as well as the Rathbun Corridor Sustainability Plan, in which conceptual drawings were prepared. Both plans engaged citizens, business owners, and multiple agencies to provide valuable input on priorities and identify key areas of focus. See Attachment B See Attachment C 18. Has the agency delivered past projects on schedule as originally scoped? (5 points) In the last 5 years the City has completed multiple grant funded projects including ATP, TDA Article 3, and FLAP funded grants. City staff has decades of experience successfully designing, bidding, and coordinating construction for timely completion of projects using a variety of desktop and web based project scheduling tools. City staff will conduct weekly meetings with consultants and conduct weekly meetings to insure quality workmanship and timely project completion. 19. What provisions does the agency have in place to ensure the facility will be properly maintained? (5 points) As with all other sections of the Rathbun Creek Trail, Public Works staff will be responsible for the maintenance of the trail. Since this application is for design, the construction and future maintenance will be addressed with future application submissions and future resource planning.
