Project Need& Project Description
Purpose The Central Road Bus Stop Improvement project will construct a new VVTA
standard bus turnout at stop 20089 which services routes 23 and 43.The existing
stop is along an unimproved dirt shoulder and only includes a sign with no seating or
ADA access.Additionally,the area is currently void of any bicycle or pedestrian
infrastructure making it very vehicle dependent. Once completed,the newly
constructed turnout will provide riders with an ADA compliant transit stop with bench
and companion seating,a shelter, and a turnout that accommodates buses and
bicycle through traffic.
Stop 20089 is located in Census Tract 97.12 which has an annual median
household income of$41,284 which is less than half of the California MHI of
$84,097.While route 23 provides riders with destinations to the east of Apple Valley,
route 43 is specifically designed to provide direct access to critical services in the
area. Most importantly, it provides access to Victor Valley Community College and
the Jess Ranch area with shopping,entertainment,and healthcare services.
Additionally,the route connects riders to the Apple Valley Village area which is home
to multiple churches and job opportunities,the United States Postal Service,and
James Woody Park and Community Center.

9. Relationship to 2011 Non-Motorized Transportation Plan projects, if any:
Central Road is incorporated into the current Non-Motorized Transportation Plan
to incorporate bicycle facilities. The Town is currently in the early stages of the
widening project that is budgeted for construction in Fiscal Year 2024-25. The
construction of a bus turnout along the bicycle route would allow buses to pull out
of bicycle and vehicle lanes.
10. Listing of Activity Generators and Attractors Served:
Victor Valley Community College: Victor Valley College (VVC) was
established in 1965 and provides residents with multiple associates degree
programs, certificates, and technical trade skills. By providing low and, at times,
no-cost educational opportunities, residents can gain the skills the need to obtain
better paying jobs or credits to complete their first two years of university level
education. VVC has been a critical part of the High Desert since its inception and
is a critical stop along VVTA route 43.
James Woody Park and Community Center: One of the most significant
destinations is the James Woody Park and Community Center which includes a
skate park, picnic areas, baseball fields, a multi-use gymnasium, and a
playground. The community center is a critical destination for the Town, in
general, as it recently served as a San Bernardino County COVID-19 testing
facility. Additionally, the center is used as a polling location where residents can
cast their votes in person. The center offers various martial arts and dance
classes, fitness training, and nutrition classes sponsored by St. Mary’s Medical
Center. Each class is intended to help residents improve their physical and mental
health and teach them sustainable tools to become independent. The center is also
a destination for legal assistance to needy residents in the area. The Town
regularly hosts groups of local attorneys who provided pro bono legal services to
disadvantaged residents. Once again, this is a critical service that provides
guidance and peace of mind to residents who cannot afford an attorney.
Apple Valley Village: The Apple Valley Village is the original downtown area
of Apple Valley and is experiencing urban renewal with new shops, services, and
restaurants opening. In 2024, the Town will complete construction of new
sidewalk and bus stop amenities in the area making it a key destination for riders
of route 43.
The Market @ Townsend: This new farmer’s market has become a gathering
place restoring the original vibe of the Village. Merchants and shoppers gather
twice per week to meet, shop for unique local goods, listen to live music, and
enjoy a meal. The market was constructed in a repurposed lumberyard that sat
vacant for several years. It is now a staple of the community that will become
more accessible once the project is complete.
Town’s End Stillhouse: Similar to the Market, the Stillhouse was constructed in
a repurposed cinder block building creating a special place in the Village

dedicated to providing quality food and spirits. Once complete, the facility will
offer a variety of spirits in a well-appointed restaurant. The interior will feature antiques of the Mojave Desert and celebrate Apple Valley’s rich history.
Zen Yoga 18: This yoga studio is one of the newest members of the Village
community and is located in the historic El Pueblo Shops. The spacious 3,000 SF
dedicated yoga studio offers residents an opportunity for a unique fitness
experience by discovering the physical and mental benefits of yoga. The studio
also offers courses on yoga instruction providing new opportunities unlike any
other in the High Desert.
Jess Ranch Marketplace: The Jess Ranch Marketplace provides multiple
services and amenities to Apple Valley Residents to include dining, shopping,
medical services, and job opportunities. The area is home to the only movie
complex in Apple Valley as well as 24 Hour Fitness. In 2017, the Town
completed construction of the Mojave Riverwalk South which is a two-mile
multi-use trail along the Mojave River. To the north, the City of Victorville
constructed a second riverwalk that connects to the Mojave Narrows Regioanl
Park.
