The City of Fontana seeks $396,348 in SBCTA TDA funding to install new
sidewalks, ADA-compliant driveways, and ADA-compliant curb ramps that will close
existing gaps along Catawba Avenue as a "suggested route" for students attending
Poplar Elementary School and Truman Middle School.
Provide data to The new sidewalk facility proposed in this application will make active transportation
support potential use feasible,safer,and more convenient for school children and other residents.Safety
of the bicycle or enhancements include installing new sidewalks that close gaps in the existing
sidewalk facility system,and constructing new curbs,gutters and ADA-compliant ramps.
The proposed improvements will primarily serve students traveling to Poplar
Elementary School. Poplar is a K-6 school with an enrollment of 609 students in
2023,97%of whom are Hispanic and 91%are low-income. Most of the project is
within'/4-mile of Poplar Elementary,as is demonstrated in Attachment 1.
In addition to the neighborhood's student population,the project is in a high-need
area and will provide environmental justice benefits to all residents in the area. The
census tract in which the project is located in has an overall score on
CalEnviroScreen of 72nd percentile,with Socioeconomic Factors of:

Despite the economic and environmental benefits that active transportation could
provide to the community, not surprisingly,very few residents walk or bike to their
destinations given the sidewalk gaps in the area.See the map in Attachment 1

sidewalks suddenly end, leaving them to walk on gravel,dirt, landscaping,or in the
street with traffic.The lack of infrastructure makes travel very difficult for those using

Authority (SBCTA) for funding under the Transportation Development Act (TDA) Call for Projects for Bike
and Pedestrian Projects. The Fontana Police Department fully supports the proposed Safe Routes to
School Project construction located at Catawba (San Bernardino to Valley Blvd).
As you know, active travel is the only way some children and youth can attend school. Walking and biking
environments are not the same everywhere; underserved neighborhoods need to be prioritized for
improvements. Fontana's project closes a critical gap for active trips to school, which is why we support
this application.
