Provide data to The new sidewalk facility proposed in this application will make active transportation support potential use feasible, safer, and more convenient for school children and other residents.Safety of the bicycle or enhancements include installing new sidewalks that close gaps in the existing sidewalk facility system, and constructing new curbs, gutters and ADA-compliant ramps. The proposed improvements will primarily serve students traveling to Poplar Elementary School. Poplar is a K-6 school with an enrollment of 609 students in 2023,97%of whom are Hispanic and 91%are low-income. Most of the project is within'/4-mile of Poplar Elementary,as is demonstrated in Attachment 1. In addition to the neighborhood's student population, the project is in a high-need area and will provide environmental justice benefits to all residents in the area. The census tract in which the project is located in has an overall score on CalEnviroScreen of 72nd percentile, with Socioeconomic Factors of: -Education:88 -Linguistic Isolation:69 -Poverty:72 -Unemployment: 93 -Housing Burden:41 Despite the economic and environmental benefits that active transportation could provide to the community, not surprisingly, very few residents walk or bike to their destinations given the sidewalk gaps in the area.See the map in Attachment 1 highlighting the lack of sidewalks. Pedestrians must traverse a pathway where sidewalks suddenly end, leaving them to walk on gravel, dirt, landscaping,or in the street with traffic. The lack of infrastructure makes travel very difficult for those using mobility aids such as wheelchairs, walkers,or strollers. Given the community and its needs, the potential for significantly increasing the use of the new facilities is high. Describe how project The project aligns directly with goals identified in the San Bernardino County Non- is situated in the Motorized Transportation Plan, specifically by increasing pedestrian access and regional system. providing designated pedestrian pathways that are not combined with vehicular Explain how this traffic. project is consistent with a Regional In addition, the project is consistent with the goals of Connect SoCal (the 2020-2045 Transportation Plan Regional Transportation Plan)because it will: or SBCTA's -Improve mobility, accessibility and safety(Goal 2)by closing sidewalk gaps for Countywide Active pedestrians, Transportation Plan, -Increase travel choices(Goal 4)by providing safe and accessible opportunities for if applicable. non-motorized travel, -Reduce GHG emissions(Goal 5)by providing safe and accessible opportunities for non-motorized travel, and -Support healthy and equitable communities(Goal 6)by encouraging physical activity through active transportation and by closing gaps in high-need, disadvantaged communities. Outline the First and foremost,as a Safe Routes to School Project, this project serves the local destinations served schools. In addition, the Fontana Unified School District Office is in between the two schools and adjacent to the project. Hundreds of staff work at the District Office, many of whom will be able to better take advantage of the more-walkable infrastructure once this project is complete. Finally, the project intersects with Valley Blvd, which has a significant number of retail options. Completing this sidewalk with enable the residents in the area to more safely access those options without having to drive. Describe how this Between 2020 to present, the City recorded five auto collisions adjacent to the project will improve sidewalk gap locations.See Attachment 4 for details on these incidents.Thankfully, cyclist and/or none of these collisions involved pedestrians or cyclists. pedestrian safety. The City of Fontana developed its Active Transportation Plan through a multi- faceted, interactive outreach approach, which included several pop-up workshops, in-person interviews, and an online survey.Through the development of this Plan, the City was able to educate the community on opportunities to improve bicycling and walking infrastructure, gauge the community's commitment to active transportation facilities, increase awareness and promote mutual respect between road users, and identify current bicycle and pedestrian network deficiencies and safety issues. Has the agency The City of Fontana has a track record of completing similar projects on time and delivered past within budget, including several Bicycle and Pedestrian Facilities projects funded projects on through SANBAG and SBCTA,as well as through the Caltrans Active Transportation schedule? If yes, Program. The City has assembled a project team of experienced, highly qualified what steps will be engineers with experience planning, designing, and implementing similar projects taken to ensure using grant funding. The project management team has managed similar projects similar results? If no, with coordinated, interagency cooperation, and understands how to facilitate and what steps will be achieve a successful pedestrian safety project in a high-density urban area. The City taken to prevent a intends to use the same process and method for this project that it has employed in similar occurrence? past successful efforts. The Fontana Police Department fully supports the proposed Safe Routes to School Project construction located at Catawba (San Bernardino to Valley Blvd). As you know, active travel is the only way some children and youth can attend school. Walking and biking environments are not the same everywhere; underserved neighborhoods need to be prioritized for improvements. Fontana's project closes a critical gap for active trips to school, which is why we support this application. The Fontana Police Department highly supports Fontana's application for funding these needed access improvements.
