Montecito Drive will provide a seamless pathway for pedestrians to travel to and from the local bus stops, less than one-quarter mile away from the project. The project will consist of constructing 707 linear feet of sidewalks, curb and gutter, ADA-compliant access ramps and repair of the storm drain inlet on Montecito Drive south of Los Serranos Blvd. The project aligns with SBCTA's Regional Non-Motorized Transportation Plan's (NMTP)goals and policies to accommodate transit and transportation facilities (bus stops) in the design of land development(Page 2-4, Goals 2.2). The project accommodates the NMTP's multimodal connectivity goals to provide access to bus stops citywide. The City anticipates the project will take approximately seven (7) months to complete, including 2 months for PS&E and 3 months for construction. (See Attachment A— Project Schedule) Proposed segment includes: • 707 LF sidewalk along the east side of Montecito Boulevard from Lugo Avenue to Los Serranos Blvd. Current Conditions and Safety Issues: The project site is located in a residential area surrounded by farm-style homes in the Los Serranos neighborhood (See Attachment B— Project Location Map). Consistent with the current conditions throughout the neighborhood, the project site is comprised of sidewalk gaps where the only pedestrian pathway is a dirt shoulder forcing residents walk or bicycle in the roadway with vehicles (See Attachment C-Project Site Photos). Montecito Drive experiences moderate, non-motorized and motorized traffic flow, with vehicles parked on the street and on the dirt shoulder forcing pedestrians to walk around cars and directly in the street. Community outreach meetings were held in 2019 with stakeholders and residents requesting infrastructure investment including sidewalks and access to public transportation in the Los Serranos neighborhood as a priority need. (Source: 2020-2025 Consolidated Plan Draft 2020) Although no pedestrian accidents have been reported on Montecito Drive, other similar streets in the Los Serranos neighborhood have experienced accidents in the past. For example, over the past 10 years there have been approximately seven collisions involving a hike or nedestrian_ including one fatal nedestrinn collision less 2/4 than one-half mile from the project location and two collisions within one quarter-mile of the project location. Providing a separated walking path will help to make pedestrians and bicyclists safer on Montecito Drive, mitigating the possibility of future pedestrian accidents. There are four bus stop locations located less than one-quarter mile from the project location. Valle Vista Drive at Country Club Drive, Pipeline Drive at Glen Ridge Drive and Pipeline Drive at Gird Avenue provide paved sidewalks connecting transportation options for the Los Serranos neighborhood. The bus stops on the east and west side of Valle Vista Drive and Pipeline Avenue are designated by a single post Ominitrans bus sign. The current bus routes are fairly frequent(stops every 30 to 60 minutes); however, the area lacks paved connecting sidewalks for residents en-route to the bus stop. The City is enhancing its active transportation goals by providing sidewalks to access public transportation Purpose & Need. Chino Hills is a relatively young and thriving community. Sterling's Best Places predicts future job growth to be 40.8% over the next ten years (over 10% higher than U.S. growth). In addition, changes in land use and lifestyle choices have influenced the demand for competitive travel options. With daily commutes growing, multi-modal transportation services need to be enhanced by: • Improving transit access to residential and employment areas; • Improving connectivity between cities for daily work and school commutes; • Providing easy and fast connections between local destinations; and • Reducing congestion by providing an attractive alternative for single occupant vehicle users. Now more than ever, accessible transit options are a necessity for Chino Hills residents. A recent Community Fact Finder Report states 6,746 residents live within a half-mile of the project site, 1,391 (29%)are youth under the age of 18, 854 people are living in poverty, and 112 households are without access to a car(See Attachment D—CFF Report). This does not include households with access to a single vehicle, which presents challenges when parents work different schedules and older students (high school and junior high level)are in need of transportation to and from school, work, and play. The City of Chino Hills (population 80,701)was incorporated in 1991 and is a suburban community built over hills and valleys on the borders of Orange and Los Angeles Counties. The project site is located in the Los Serranos neighborhood. While almost all other neighborhoods in the City enjoy amenities associated with a master-planned community, the Los Serranos neighborhood was built in the 1920s and, unfortunately, infrastructure such as sidewalks, curbs, gutters, and streetlights were not part of the original development. Many streets in Los Serranos are without sidewalks. Because of this neighborhood's lack of modern infrastructure, the City has identified Los Serranos as a priority community for infrastructure improvements. This project speaks to that priority to construct new sidewalks, where there are none, to improve pedestrian pathways that safely connect residents to public transit and other local destinations. To help retain and increase ridership on current transit networks, it is imperative the City provide accessible routes so that residents can travel on foot or bike to local bus stops. The proposed project will construct new sidewalks to close existing sidewalk gaps in order to serve these existing bus stops on Valle Vista Drive and Pipeline Drive. Connectivity. The City's current public transit operator is Omnitrans. In August 2014, Ominitrans expanded its coverage for OmniGo Route 365 in Chino Hills offering connections to Ayala and Chino Hills High Schools, Chaffey College Chino Campus, and community locations like Chino Hills City Hall, Chino Hills Marketplace, Ayala Park anti Tha Rhnnnas at Chinn Hills As of Rantamhar 9n9n Rniita 'IRS was 3/4 replaced with OmniRide, an on-demand, reservation-based, shared transit service providing local service to Chino and Chino Hills. A day pass allows residents in Chino Hills to transfer from OmniRide to connecting Omnitrans bus service to travel all over the San Bernardino Valley and beyond. A modified Route 365 will remain to provide school tripper services to Chino Hills High School students. OmniGo 365 serves the following Chino Hills Schools: • Chino Hills High School (Student population 2,774); and • Ruben S. Ayala High School (Student population 2,743); Source: California Department of Education 2021 OmniRide is equipped with bike racks and lift equipment for wheelchair accessibility, it provides accessibility for all riders. OminiRide links riders to Route 65 that travels to and from the Montclair Transit Center through Chino Hills. Riders from Los Serranos can connect to Route 65 using the new OmniRide service to access many destinations including: • Chino Hills Marketplace; • Don Lugo High School; • California Institute for Men; • Chino City Hall; • Chino Transit Center; • Chino Valley Medical Center; • Chino Town Square; • Montclair Civic Center; • Doctor's Hospital Medical Center; • Montclair Plaza; and • Montclair Metrolink Station. The City is making an earnest attempt to provide easy access to affordable transportation options that are convenient and affordable to residents. Construction of new sidewalks, where there are none, will also encourage more residents to utilize Omnitrans' convenient and affordable public transit system. The City has successfully secured funding for five Safe Routes to Schools projects. Four were funded from the Federal Safe Routes to Schools Grant program totaling over $2.3 million that included construction of 3,683-feet of concrete curb and gutter, 13,476 square feet of concrete sidewalk, 12,857 square feet of concrete residential driveways, 13 access ramps, installation of street lighting, and related activities; and one Active Transportation Grant Program (Cycle 1) in the amount of $1,732,000 to construct 4.2 miles of sidewalks, 32 ADA-compliant access ramps, 5.3 miles of curb and gutters, and 1.3 miles of cross gutters. All projects were completed on time and with budget. Only park acres within the project area's half mile radius are reported. Population and people in poverty are calculated by determining the percent of any census block-groups that intersect with the project area. The project area is then assigned the sum of all the census block-group portions. An equal distribution in census block-groups is assumed. Rural areas are calculated at a census block level to improve results. Median household and per capita income are calculated as a weighted average of the census block- group values that fall within the project area. Where concrete sidewalks should exist, there is only dirt and gravel. Sidewalks would create a safer and healthier way to access public transportation. On the east side of Montecito Drive between Los Serranos Blvd and El Morino (one block north of Lugo Drive), dirt, sand, and small patches of greenery line the road where sidewalks are non-existent. The OmniGo Route 365 bus stop is only ¼ mile from Montecito Drive. The storm drain inlet on the east side of Montecito Drive is severely damaged and will require repair to alleviate harmful pollutants to enter the waterways.
