The project will construct 5 foot travel shoulders on each side of the roadway. The existing roadway will be restriped to provide an 18-inch buffer on each side. The Amboy Road Bicycle/Pedestrian Lane project is a project that will extending the city and regional bicycle system to cover an additional section of the city. The project will provide a paved shoulder for bicycle lanes and use by pedestrians. It will eliminate a gap in the bicycle network that will allow residents that live in neighborhoods along Amboy Road to be able to access the City's bicycle and pedestrian networks to access schools, parks and the central business district. The project is located on the east side of the city along Amboy Road. This section of Amboy Road is part of the route that extends from the east side of Twentynine Palms and provides a connection to Old Highway 66 and then to Interstate 40. The project will eliminate a gap in the bicycle network on Amboy Road that will provide safe access to the transportation system for those households living in Sunmore Estates and other nearby residences with little access to an automobile, and also to support healthy outcomes for this disadvantaged community by providing bicycle access to city destinations. The project will also improve separation from vehicles for pedestrian travel. The project will extend throughout the corridor, closing gaps along the corridor that provides access by all modes to the school. The proposed safe walkway and bikeway will connect students and parents from the school and other destinations to the local street network where they live. The project area contains one of the few neighborhoods in Twentynine Palms that is east of Utah Trail. This area is connected to the rest of Twentynine Palms by one roadway—Amboy Road. Part of the planned bicycle network has already been constructed. Completed Class I bike trails or Class II bike lanes are on Adobe Road which is the city's primary north- south route connecting the Marine Base to residential areas and the downtown. A one-mile segment of Adobe Road has bike lanes from Adobe Road to Utah Trail. Utah Trail is connected to Two-Mile Road, which connects to the downtown area and to neighborhoods in the central part of town. This 3,200 foot project(both sides 6,400 feet)would provide the connection to this existing network from this eastern area neighborhood. The location of the project relative to the existing and planned bicycle facility network is shown in Figure 1. This project will provide a connection for project area residents and bicyclists to the existing bicycle and pedestrian network on the west end of the project at Amboy Road and on Utah Trail. Students will be able to walk and bike to the Twentynine Palms Elementary School and Twentynine Palms Junior High School, Lukie Park, and to the commercial areas along Adobe Road. Many of these projects have been implemented creating the backbone of a bicycle and pedestrian networks. In 2019, the Morongo Basin Active Transportation Plan (MBATP)was prepared to build upon the NMTP to develop additional projects to provide for a network that provided NMT connectivity to a greater amount the community. Both the LRSP and MBATP identified that the pedestrian and bicycle environment in many parts of Twentynine Palms is challenged by roadways with high travel speeds and limited sidewalks and trails. This is a high speed route in which most or all residents chose to not walk or bike. Traffic volumes are low at 1,300 vehicles per day, but travel speeds are high. Bicyclists would be taking risks to travel on this segment of Amboy Road. The posted speed on Amboy Road is 55 mph and the 85 percentile speed is 61 mph. This project addresses a major gap in the bicycle network on Amboy Road that will provide safe access to the transportation system for those households living in Sunmore Estates and other nearby residences. Persons with little access to an automobile are essentially cut off from the transportation system. The constraints and gaps in bicycle facilities has resulted the understanding that Amboy Road is not a safe road for bicycle travel. With little bicycle or pedestrian travel, there are no recorded bicycle or pedestrian collisions that have occurred on the project segment of Amboy Road. Three bicycle collisions did occur in the City of Twentynine Palms over the last five year period. One of the collisions was severe and another was other visible injury. Over this same five year period, there were 21 pedestrian related collisions, of which seven of these involved a fatality. None of these collisions occurred on Amboy Road, however, a number did occur on roadways with similar characteristics (two-lane, 50-55 mph posted speed). The installation of new bicycle/pedestrian lanes on both sides of Amboy Road will improve the visibility of bicyclists and will highlight their presence from a driver's perspective since with the proposed project which will construct travel shoulders and provide new bike lanes, they will no longer have to bike in the street and on dirt paths where they are not expected. Along this route a bicyclist would need to contend with motor vehicles traveling at high rates of speed passing them within feet. The addition of bicycle/pedestrian lanes will provide protected space separated from motor vehicles, bicycle facilities will address a lack of dedicated space for non- motorized users along this route. The installation of new buffered bike lanes will improve the visibility of bicyclists and highlight their presence from a driver's perspective since they will no longer have to bike in the street or on dirt paths where they are not expected. 6/9 Explain the The Morongo Basin Transportation Authority (MBTA) provides local weekday and multimodal or transit weekend transit service throughout the Morongo Basin from Twentynine Palms to system connectivity Morongo Valley. In addition to collecting input through surveys, the project booth included large maps, project information and materials, a kids' coloring corner, and a pop-up gallery of kids' active transportation- related coloring sheets done during the event. A survey was provided asking the primary reasons why they don't walk or bike more often Respondents indicated that they did not bike more often because of street or roadway design (49%)and vehicles traveling too fast at (38%). To bike more, respondents simply indicated the need for more bikeway facilities, including more protected bike lanes (52%)and off-road bike trails (31%). This information was then followed up as part of a recently completed Local Roads Safety Plan where the City coordinated with the MUSD Transportation and Operations Director to discuss transportation needs related to schools and for the community. He indicated a community need to provide safer bicycle facilities. This project was discussed during this meeting and it is being developed as it contributes to the goal of safer bicycle facilities. Specifically for this project each household of the Sunmore Estates neighborhood were contacted directly to determine the level of support. Following meetings and discussion of the project, a letter of support for the project has been prepared by the Sunmore Estates residents. This letter was signed by 31 residents that indicated their concern for the safety of bicycle infrastructure and conditions and provided full support for the proposed project.
