Re: 2021 TDA Article 3 Award – Pacific Electric Bridge Replacement Project
Dear Steve Stanton:
It is our pleasure to inform you that on November 3, 2021, the San Bernardino County
Transportation Authority (SBCTA) Board of Directors (Board) approved funding in the amount
of $227,544.50 from the Transportation Development Act (TDA) Article 3 Bicycle and Pedestrian
Facilities Program for the Pacific Electric Bridge Replacement Project. This is in addition to the
$100,000.00 that the Board allocated towards this project from the same funding source on June
2, 2021. The SBCTA Board set the period of time for completion of your project to comply
with TDA provisions, therefore this project must be completed by June 30, 2025.
Within six months (by May 3, 2022), or prior to requesting reimbursement of funds, whichever
comes first, the City of Montclair must submit (1) a Claim Form and (2) and Authorizing
Resolution. Forms and a sample resolution can be found at www.gosbcta.com/tda3 under the
Claims section. Additionally, once all required forms are completed, they should be submitted via
www.gosbcta.com/tda3 under the section title Claims by clicking on the Submit Claim Form &
Resolution button.
Please note that the TDA Article 3 award is paid through a reimbursement process. The award is
for a maximum reimbursable amount. The first award totaling $100,000 has no local match
requirement and will be drawn down first. However, a local match will apply to the second
partial award of $227,544.50 since it was approved through a competitive process. Should your
project exceed the maximum reimbursable amount, SBCTA will not provide any additional
reimbursement. For projects completed under the awarded amount, the local match
percentage of 41.1% ($158,455.50 of the remaining $386,000.00 total after disbursement
of the $100,000 allocation) will apply to the adjusted total. Additionally, sponsor
agencies receiving an allocation of $200,000 or less shall be reimbursed in arrears
and upon proof of satisfactory project completion. Agencies receiving an allocation of
$200,000 or more may request progress payments; however, 10% of the awarded
funds shall be held by SBCTA until proof of satisfactory project completion.
