Recommendation:
That the Honorable City Council:
(1) Authorize the submittal of claims and requests for reimbursements for TDA Article
3 funds from the San Bernardino Transportation Authority (SBCTA) for the Old Town
Sidewalk Connectivity Phase 1 Project in the amount of $244,000.00, and the Phase
2 Project in the amount of $246,640.00.
(2) Authorize the City Engineer to certify the completion of both projects.

That the Honorable City Council:
1. Authorize the submittal of claims and requests for reimbursements for TDA Article 3
funds from the San Bernardino Transportation Authority (SBCTA) for the Old Town
Sidewalk Connectivity Phase 1 Project in the amount of $244,000.00, and the Phase
2 Project in the amount of $246,640.00.
2. Authorize the City Engineer to certify the completion of both projects.
Fiscal Impact:
There will not be a fiscal impact resulting from this action. For reference, the FY
2021/2022 budget included for the Phase 1 Project is shown below. Please refer to the
table below that shows the fund sources, account numbers and available budget.

Funds for the Phase 2 project will be requested in the FY 2022-2023 Budget, subject to
the approval of City Council.
Background:
In May of 2019, the Engineering Department submitted an application for a Transportation
Development Act (TDA) Article 3 Projects Bicycle and Pedestrian Facilities grant in the
small projects category for the Old Town Sidewalk Connectivity Project Phase 1. This
category had a maximum request amount of $250,000. On July 12, 2019, the Engineering

Department received a notification from SBCTA the project was approved for funding in
the amount of $244,000.00. A minimum match of $244,000 is required for this project.
In August of 2021, the Engineering Department submitted an application for a TDA Article
3 Projects Bicycle and Pedestrian Facilities grant in the small projects category for the
Old Town Sidewalk Connectivity Project Phase 2. On November 3, 2021, the Engineering
Department received a notification from SBCTA that the application was approved for
funding in the amount of $249,640.00. Please refer to Attachment B, the award letters
from SBCTA for both projects.
Discussion:
Several blocks of Old Town are missing sidewalks along the existing streets. The Old
Town Sidewalk Connectivity Project will connect gaps in sidewalk along a number of
those streets. The Phase 1 Project scope includes the construction of 2,285 lineal feet
sidewalks, 38 curb ramps and 25 drive approaches. Thirteen segments Sidewalk will be
constructed along segments of Forrest Ave, “A” Street, “B” Street, “C” Street, 2nd Street,
4th Street, 5th Street, and Hesperia Rd. Please refer to Attachment A, the Phase 1
location map.
The Phase 2 project scope includes the construction of 3,380 lineal feet of sidewalk, 16
curb ramps and 31 drive approaches in Old Town. Nine segments of sidewalks will be
constructed on “B” Street, “C” Street, 1st Street, 4th Street, 5th Street, and 10th Street.
The Phase 2 location map is also included Attachment A.
The proposed improvements will serve pedestrians in the Old Town area. Walkers of
various ages, including school children and the physically disabled will benefit from this
project. The new sidewalk, drive approaches and curb ramps will meet American
Disabilities Act requirements.
Per recent changes made by SBCTA for the reimbursement process of grant funds, City
Council is required to authorize the submission of a claim for reimbursements. SBCTA
also requires that City Council delegate the authority to certify the completion of the
projects to the City Engineer after construction has been completed. This will occur after
the routine process of City Council approving a Notice of Completion. The Phase 1 Project
plans, specifications and engineer’s estimate for the project are being prepared in-house
by the Engineering Department and are almost ready for advertising for construction.

Congratulations, it is our pleasure to inform you that on July 10, 2019, the San Bernardino County
Transportation Authority (SBCTA) Board of Directors approved funding from the Transportation
Development Act (TDA), Article 3 Bicycle and Pedestrian Facilities Program, for the Victorville Old
Town Sidewalk Connectivity Project in an amount of $244,000.
The TDA Article 3 award is considered a grant and is paid through a reimbursement process and the filing
of a TDA claim, including proper documentation of project expenditure. The award is for a maximum
reimbursable amount. Should your project exceed the maximum reimbursable amount, SBCTA will not
provide any additional reimbursement. For projects completed under the awarded amount, SBCTA will
reimburse your agency for the LTF share of the project using the match percentage of 50% identified in
your grant application. The SBCTA Board also set the period of time for completion of your project to
comply with TDA provisions, therefore the project funded under this letter of award must be completed
by December 31, 2022.
Your grant allocation amount has been submitted to the auditor controller. At the time of reimbursement
request, a completed claim form must be submitted to SBCTA as well as additional documentation
supporting your request. Progress payments may be requested for all projects regardless of the total
project cost or the amount of the reimbursement. For questions on reimbursement and next steps for

It is our pleasure to inform you that on November 3, 2021, the San Bernardino County
Transportation Authority (SBCTA) Board of Directors (Board) approved funding in the amount
of $249,640.00 from the Transportation Development Act (TDA) Article 3 Bicycle and
Pedestrian Facilities Program for the Old Town Sidewalk Connectivity Project. The SBCTA
Board set the period of time for completion of your project to comply with TDA provisions,
therefore this project must be completed by June 30, 2025.
Within six months (by May 3, 2022), or prior to requesting reimbursement of funds, whichever
comes first, the City of Victorville must submit (1) a Claim Form and (2) and Authorizing
Resolution. Forms and a sample resolution can be found at www.gosbcta.com/tda3 under the
Claims section. Additionally, once all required forms are completed, they should be submitted
via www.gosbcta.com/tda3 under the section title Claims by clicking on the Submit Claim Form
& Resolution button.
Please note that the TDA Article 3 award is paid through a reimbursement process. The award is
for a maximum reimbursable amount. Should your project exceed the maximum reimbursable
amount, SBCTA will not provide any additional reimbursement. For projects completed under
the awarded amount, the local match percentage of 50% ($249,640.00 of the estimated
$499,280.00 total) as identified in your grant application will apply to the adjusted total.
Additionally, sponsor agencies receiving an allocation of $200,000 or less shall be
reimbursed in arrears and upon proof of satisfactory project completion. Agencies receiving
an allocation of $200,000 or more may request progress payments; however, 10% of the
awarded funds shall be held by SBCTA until proof of satisfactory project completion.
