will not return to ticketing until the Council has been notified at a Council meeting, as well
as informing the public of the return of the program.
Jim Gallagher, resident, stated that the update was a good report, however, it already
seemed outdated considering the current lockdown orders. He said that he has noticed
cavalier behaviors toward masks and social distancing amongst the community and
asked what the City is doing to protect our community and children who are being asked
to physically return to school.
Brad Goldman, resident, agreed that the COVID-19 report has changed significantly since
posting of the agenda, and that he too noticed that a lot of people in the community are

not wearing masks or wearing them properly. He felt that the City should enforce the
public to wear masks.
Following discussion, without formal motion, the City Council received and filed the
Coronavirus Disease 2019 (COVID-19) Update report.
PLANNING COMMISSION MATTERS
City Clerk Balz read a public comment into the record from Patrick and Leslie Tait related
to both Woodglen Drive Design Review items that was received via email, which is on file
in the City Clerk's office.
Jim Gallagher, resident, stated that he recalled former site of the maternity hotel that was
shut down several years ago due to several code violations. He said the roof line was
built to the General Plan and ridgeline specifications but agreed that the Tait's view will
be lost.
Community Development Director Lombardo stated that the projects were approved
under the County's Planning Division ridgeline protection ordinance, which superseded
the City's ordinance. Approval of the Tentative Parcel Map occurred back in 2008 and
the conditions were addressed. She said that the City does not have any protections,
and that this ridgeline is exempt from that ordinance. r
